TO IMPROVE CRIMINAL AND JUVENILE JUSTICE SYSTEMS, THE PUERTO RICO CRIME COMMISSION DESCRIBES PROGRAMS DEVELOPED AND LEGISLATIVE REFORM ACCOMPLISHED IN THE AREA OF CRIMINAL JUSTICE BETWEEN 1976 AND 1978.
Abstract
PROGRAMS DEVELOPED DURING THE THREE YEARS INCLUDE: (1) TRAINING AND IMPROVEMENT OF POLICE, COURT, AND CORRECTIONS PERSONNEL; (2) ORIENTATION ON CRIME PREVENTION AND THE USE OF DRUGS AND NARCOTICS; (3) PUBLIC EDUCATION ON CRIME PREVENTION; (4) CRIME PREVENTION IN METROPOLITAN AREAS; (5) DEVELOPMENT OF COMMUNITY-BASED SERVICES AND ALTERNATIVES TO INSTITUTIONALIZATION FOR JUVENILES; (6) IMPROVEMENT OF COURT SERVICE FOR JUVENILES; (7) ADDITIONAL SERVICES FOR JUVENILES IN INSTITUTIONS; (8) IMPROVEMENT OF DETECTION AND APPREHENSION OF CRIMINALS; (9) IMPROVEMENT OF POLICE AND PROSECUTORIAL CAPABILITIES; (10) INCREASED EFFECTIVENESS OF COURT MANAGEMENT; (11) LEGAL ASSISTANCE TO INDIGENTS; (12) UPGRADING INSTITUTIONAL REHABILITATION AND TREATMENT SERVICES; (13) IMPROVED PROBATION AND PAROLE SERVICES; AND (14) IMPROVEMENT OF POLICE-COMMUNITY RELATIONS. IN ADDITION, LEGISLATIVE REFORM ACCOMPLISHED DURING THIS PERIOD IS NOTED. FINALLY, EVALUATIONS WERE CONDUCTED AND RECOMMENDATIONS MADE CONCERNING THE FOLLOWING PROJECTS: COURT PLANNING DIVISION; SAN JUAN'S DISTRICT ATTORNEY'S OFFICE INVESTIGATION UNIT; EVALUATION, COUNSELING, AND RECRUITMENT OF CORRECTIONS PERSONNEL; POLICE COOPERATION; AND INTENSIVE TREATMENT UNIT FOR PAROLEES AND PROBATIONERS.
