Annotation: DESCRIPTIONS OF OPERATIONS, HIGHLIGHTS, AND STATISTICS FOR THE OFFENDER POPULATION AND EXPENDITURES ARE PRESENTED FOR THE OHIO DEPARTMENT OF REHABILITATION AND CORRECTION FOR FISCAL YEAR 1978.
Abstract: FOLLOWING A BRIEF DESCRIPTION OF THE HISTORY OF THE DEPARTMENT OF REHABILITATION AND CORRECTION AND ITS ORGANIZATIONAL STRUCTURE, INSTITUTIONAL OPERATIONS ARE DESCRIBED. AN OVERVIEW IS GIVEN OF EACH INSTITUTION, AND ACTIVITIES ASSOCIATED WITH THE FOLLOWING PROGRAMS ARE DESCRIBED: CITIZEN COUNCILS, INMATE EDUCATION, EMPLOYEE TRAINING, INMATE GRIEVANCE SYSTEM, COURT OF CLAIMS, RELIGIOUS SERVICES, HOME FURLOUGH PROGRAM, INMATE MEDICAL SERVICES, AND OHIO PENAL INDUSTRIES. OVERALL PRISON COMMITMENTS ARE REPORTED, TOGETHER WITH COMMITMENTS BY COUNTY AND BY OFFENSE. FOR THE FIFTH CONSECUTIVE YEAR, OHIO'S PRISON POPULATION INCREASED, ASCENDING FROM 13,047 ON JULY 1, 1977, TO 13, 221 ON JUNE 30, 1978--AN INCREASE OF 174 INMATES. PRISON POPULATION, HOWEVER, DID NOT RISE AS SHARPLY IN 1978 AS IN THE PREVIOUS FOUR FISCAL YEARS. THE SITUATION IS STILL OF MAJOR CONCERN. BREAKING AND ENTERING CONTINUED TO BE THE CRIME FOR WHICH THE LARGEST NUMBER OF OFFENDERS (926 OR OVER 13 PERCENT) WERE IMPRISONED DURING THE YEAR. NINE PERCENT WERE COMMITTED FOR GRAND LARCENY AND GRAND THEFT; WHILE OVER 8 PERCENT WERE CONVICTED OF ROBBERY-RELATED OFFENSES, AND ALMOST 8 PERCENT WERE IMPRISONED FOR DRUG LAW VIOLATIONS. PAROLE AND COMMUNITY SERVICES ARE DESCRIBED IN TERMS OF PAROLE BOARD ACTIVITIES, PAROLE SUPERVISION, PROBATION DEVELOPMENT, COMMUNITY CORRECTIONAL PROGRAMS, AND ADULT DETENTION FACILITIES. FINANCIAL OPERATIONS AND FEDERAL FUNDING ARE ALSO DISCUSSED. TABULAR AND GRAPHIC DATA ARE PROVIDED. (RCB)
