ALTHOUGH THE RHODE ISLAND MUNICIPAL POLICE TRAINING ACADEMY MEETS NATIONAL STANDARDS FOR PREPARING POLICE OFFICERS FOR DUTY, IMPROVEMENT OF THE BASIC RECRUIT AND INSERVICE TRAINING WOULD BE BENEFICIAL.
Abstract
THE ACADEMY SHOULD BE CONTINUALLY SENSITIVE TO THE TRAINING NEEDS WITHIN THE LAW ENFORCEMENT COMMUNITY. A CENTRAL NEED EXISTS FOR THE ACADEMY, VIA ITS PARENT ORGANIZATION, THE POLICE COMMISSION ON TRAINING AND STANDARDS, TO DEVELOP CLOSE COMMUNICATIONS AND A GOOD WORKING RELATIONSHIP WITH THE RHODE ISLAND POLICE CHIEFS ASSOCIATION. COORDINATED TRAINING EFFORTS WITHIN THE STATE CRIMINAL JUSTICE SYSTEM AS A WHOLE ARE NEEDED AND THE ACADEMY CAN PLAY A LEADERSHIP ROLE IN DEVELOPING JOINT TRAINING VENTURES WITH OTHER COMPONENTS OF THIS SYSTEM ON A PILOT BASIS. THE GOVERNOR'S JUSTICE COMMISSION IS ENCOURAGED TO ASSIST IN THIS PROJECT OF LONG-RANGE PLANNING WHICH MAY RESULT IN THE ESTABLISHMENT OF A STATEWIDE CRIMINAL JUSTICE TRAINING CENTER. THERE IS A NEED FOR ADDITIONAL INSERVICE AND SPECIALIZED TRAINING PROGRAMS AS WELL AS MORE PRACTICAL BASIC RECRUIT TRAINING. THE FIELD OFFICER TRAINING PROGRAM SHOULD BE EXTENDED TO ALL POLICE DEPARTMENTS IN THE STATE, AND COUNSELING PROGRAMS FOR POLICE OFFICERS AND TRAINEES TO DEAL WITH JOB-RELATED TENSION SHOULD BE ESTABLISHED. ADOPTION OF SELF-PACED AND REMEDIAL INSTRUCTION METHODS IS URGED TO MORE FULLY PREPARED DUTY OFFICER-TRAINEES WITH VARYING LEVELS OF EDUCATION, APTITUDE, AND EXPERIENCES. (MJW)
