TO SYSTEMATICALLY PLAN FOR YOUTH TREATMENT FACILITIES IN MICHIGAN, A PROJECT WAS UNDERTAKEN TO DETERMINE THE NEED FOR TREATMENT TO 1990 AND APPROPRIATE TREAMENT STRATEGIES.
Abstract
THE MICHIGAN FACILITIES POPULATION PROJECT STUDY, PART OF THE MICHIGAN RESIDENTIAL FACILITIES PROJECTS, FOCUSED ON RESIDENTIAL CARE BED SPACE NEEDS OVER THE NEXT FEW YEARS IN MICHIGAN, PRINCIPALLY FOR DELIQUENT STATE WARDS. THE STRATEGY ADOPTED WAS TO PROJECT THE CURRENT PLACEMENT DISTRIBUTION OF DEPARTMENT OF SOCIAL SERVICES AND THE COURTS' DELINQUENT AND NEGLECT WARDS ON THE BASIS OF EXPECTED POPULATION TRENDS, AS TAKEN FROM REVISED CENSUS ESTIMATES. THE CHILD CARE PLACEMENT INFORMATION SYSTEM WAS THE SOURCE OF PLACEMENT DATA. COMBINED CASELOADS FOR THE DEPARTMENT AND THE COURTS ARE PROJECTED TO DECLINE BY ABOUT 14 PERCENT FROM 1977 TO 1990, ANTICIPATING THE EXISTENCE OF FOUR DELINQUENT WARDS IN MICHIGAN IN 1990 FOR EVERY FIVE IN 1977. THE INCREASE IN DEMAND FOR PUBLIC INSTITUTIONAL PLACEMENT APPEARS TO HAVE PEAKED, AND THE NUMBER OF COMMUNITY RESIDENTIAL CARE BEDS APPEARS LIKELY ALONG WITH INCREASED COMMUNITY PLACEMENT. FAMILY FOSTER CARE CASELOADS SHOULD PEAK IN THE NEAR FUTURE, THEN DECLINE. DATA APPEAR TO BE ALMOST UNAVAILABLE CONCERNING PLACEMENT IN THE PRIVATE SECTOR. IN ADDITION, PREDICTION OF BED NEEDS FOR DETENTION AND SHELTER CARE PLACEMENT IS LACKING DUE TO UNDERREPORTING AND UTILIZATION PATTERN VARIATIONS THE COMPARATIVE OUTCOME STUDY, ALSO PART OF THE MICHIGAN PROJECT, SUCCESS RATE DECREASES AS AGE DECREASES IN THE MORE HIGHLY STRUCTURED, TASK-ORIENTED PLACEMENTS. EXAMINATION OF THE 960 DELINQUENT YOUTH RECORDS ALSO SHOWED THAT WITHIN PLACEMENTS, SERIOUS FELONS ACHIEVE RELATIVELY DIFFERENT SUCCESS RATES. FURTHER RESEARCH TO EXPLORE THE VARIABLES THAT INCREASE SUCCESS RATES IS RECOMMENDED. TABULAR DATA ARE INCLUDED. (LWM)
