THIS STANDARD OPERATING PROCEDURE MANUAL OF THE PUBLIC SAFETY DEPARTMENT OF DADE COUNTY, FLA., PRESENTS GUIDELINES FOR PROPER UTILIZATION AND GUIDANCE OF A POLICE RESERVE OFFICER PROGRAM.
Abstract
THE RESERVE OFFICER PROGRAM ENCOMPASSES THE CONCEPT THAT LAW ENFORCEMENT IS THE RESPONSIBILITY OF EVERY CITIZEN AND THAT OPPORTUNITIES SHOULD BE PROVIDED TO CONCERNED INDIVIDUALS TO SERVE IN AN EX-OFFICIO CAPACITY AS POLICE OFFICERS. POLICE RESERVE OFFICER (PRO) CANDIDATES MUST COMPLY WITH ELIGIBILITY REQUIREMENTS ESTABLISHED FOR REGULAR POLICE OFFICERS, AND THE RESERVE OFFICER SELECTION PROCESS IF ACCOMPLISHED BY THE PERSONNEL SELECTION SECTION, SHOULD INCLUDE COMPLETION OF A QUESTIONNAIRE BY THE CANDIDATE, ORAL INTERVIEW, BACKGROUND INVESTIGATION AND REVIEW, AND A PHYSICAL EXAMINATION. PRO'S MUST UNDERGO ACADEMY TRAINING BEFORE ASSIGNMENT AND ATTEND 4 HOURS OF INSERVICE TRAINING MONTHLY AS PART OF SCHEDULED DUTY. ONDUTY RESERVE OFFICERS WILL FUNCTION AS REGULAR POLICE OFFICERS BUT WILL REMAIN UNDER THE SUPERVISION OF A FULL-TIME OFFICER. ADDITIONALLY, RESERVE OFFICERS WILL WORK A MINIMUM OF 20 HOURS PER MONTH AND BE SUBJECT TO THE SAME POLICIES, RULES, AND PROCEDURES AS FULL-TIME POLICE PERSONNEL. RESERVE OFFICERS WILL BE EVALUATED BY THE DISTRICT ADMINISTRATIVE SERGEANT ANNUALLY AND ARE SUBJECT TO COUNSELING AND DISCIPLINARY ACTION IN THE SAME MANNER AS ANY DEPARTMENT EMPLOYEE. APPENDIXES INCLUDE A RESERVE OFFICER EVALUATION FORM, AN EMPLOYEE PERFORMANCE REPORT FOR POLICE OFFICERS ON ROAD PATROL, AND AN EMPLOYEE PERFORMANCE REPORT. (MJW)
