THIS 1978 FBI ANNUAL REPORT GIVES AN OVERVIEW OF THE ACTIVITIES, COOPERATIVE SERVICES, AND OTHER LAW ENFORCEMENT FUNCTIONS OF THE FBI, WITH EXAMPLES OF ACTIVITIES IN EACH AREA.
Abstract
ORGANIZED CRIME, FOREIGN COUNTERINTELLIGENCE, AND WHITE COLLAR CRIME RECEIVE PRIORITY. THIS REPORT DESCRIBES THESE ACTIVITIES IN GENERAL TERMS, GIVING EXAMPLES OF NOTEWORTHY CASES AND THEIR OUTCOMES. GENERAL STATISTICS ARE FURNISHED FOR EACH KIND OF CRIME, ALONG WITH DETAILS SUCH AS NUMBER OF PERSONS ARRESTED OR ITEMS STOLEN, THE DOLLAR VALUE STOLEN GOODS, OR THE NUMBER AND KINDS OF LABORATORY EXAMINATIONS USED IN INVESTIGATIVE EFFORTS. IN DEALING WITH ORGANIZED CRIME, THE FBI GIVES CRIMINAL INTELLIGENCE DATA TO LOCAL, STATE, OR OTHER FEDERAL LAW ENFORCEMENT AGENCIES. THE FBI ALSO CONDUCTS BACKGROUND INVESTIGATIONS WHEN REQUESTED BY VARIOUS AGENCIES OF THE FEDERAL GOVERNMENT. COOPERATIVE SERVICES WITH OTHER LAW ENFORCEMENT AGENCIES INCLUDE TRAINING, LABORATORY SERVICES, ACCESS TO THE NATIONWIDE COMPUTER SYSTEM (NATIONAL CRIME INFORMATION CENTER) WHICH PROVIDES OVER 6,000 PARTICIPATING AGENCIES WITH RECORDS PERTAINING TO CRIMES, IDENTIFICATION RESOURCES, AND THE UNIFORM CRIME REPORTING PROGRAM. THE ORGANIZATION OF THE FBI, INCLUDING CHANGES IN MINORITY HIRING, TECHNICAL SERVICES, AND RESPONSE TO THE FREEDOM OF INFORMATION AND PRIVACY ACTS ARE DESCRIBED, AS TYPES OF CRIMES AND LAW ENFORCEMENT FUNCTIONS THAT COME UNDER THE JURISDICTION OF THE BUREAU.
