PAPERS FROM A 1978 INTERNATIONAL SYMPOSIUM ON PROBLEMS OF URBAN PLANNING AND CRIME HELD IN WIESBADEN, WEST GERMANY, ARE PRESENTED.
Abstract
THE BASIC ASSUMPTIONS OF THE CONFERENCE ARE THAT BUILDING AND SPATIAL ARRANGEMENTS IN URBAN AREAS ARE AS CLOSELY RELATED TO THE GROWTH OF CRIME AS THE CRIMINAL'S PERSONALITY AND STIGMATIZATION, THAT CRIMES OCCUR MOST FREQUENTLY IN AREAS OF HIGHLY CONCENTRATED CITY FUNCTIONS, AND THAT CRIME INCREASES CAN BE LINKED TO CHANGES IN THE SOCIAL FABRIC OF INNER-CITY NEIGHBORHOODS AND IN TRAFFIC PATTERNS. THE GOAL OF THE CONFERENCE IS TO IMPROVE PREVENTIVE METHODS THROUGH INTERNATIONAL INTERDISCIPLINARY DISCUSSION OF RESEARCH, AS WELL AS TO PROMOTE COOPERATION BETWEEN RESEARCHERS AND PRACTICING PROFESSIONALS. PARTICIPANTS ARE UNIVERSITY TEACHERS, PUBLIC OFFICIALS, AND ORGANIZATIONAL REPRESENTATIVES FROM EUROPE (MAINLY WEST GERMANY) AND THE UNITED STATES. SPECIFIC PAPERS RELATE TO MAN AND THE PHYSICAL ENVIRONMENT FROM THE STANDPOINT OF THE URBAN PLANNER, THE PSYCHOLOGIST, AND THE SOCIOLOGIST; HOUSING CONDITIONS AND MENTAL DISTURBANCES; THE RELATIONSHIP OF LIVING SITUATIONS TO VIOLENCE; SOCIOCULTURAL COMMUNITY DEVELOPMENT (ANIMATION) AS A MEANS OF IMPROVING SOCIAL CONDITIONS; POLICE PROBLEMS IN NEWLY BUILT AND CLEARANCE AREAS; AND CRIME PREVENTION THROUGH CITY PLANNING AND ARCHITECTURE IN THE UNITED STATES, GREAT BRITAIN, FRANCE, AND THE GERMAN FEDERAL REPUBLIC. FURTHER PRESENTATIONS COVER THE WEST GERMAN FEDERAL CRIME AGENCY PROJECT FOR CRIME PREVENTION THROUGH ARCHITECTURE; PROPOSED SOLUTIONS BY THE GERMAN FEDERAL MINISTRY FOR REGIONAL PLANNING, BUILDING, AND URBAN DEVELOPMENT; AND SUGGESTIONS FOR THE AREAS OF URBAN PLANNING, SOCIAL WORK, ARCHITECTURE, CONSTRUCTION, THE POLICE, AND CRIMINOLOGY. CONCLUDING RECOMMENDATIONS INCLUDE STEPPED-UP RESEARCH, LIMITATIONS ON POPULATION DENSITY PER HOUSING UNIT IN CENTRAL EUROPE, RESIDENTIAL DEVELOPMENT OF INNER CITIES, PREVENTION OF FURTHER SLUM GROWTH, PROMOTION OF NEW IDENTIFICATION AND COMMUNICATION FORMS IN MODERN HOUSING COMPLEXES, CONSTRUCTION OF MALLS AND PLAY AREAS IN INNER CITIES AND NEW HOUSING COMPLEXES, GREATER INVOLVEMENT OF POLICE AND SOCIAL WORKERS IN PLANNING URBAN RENEWAL, USE OF OFFICIAL SOCIAL CONTROLS ONLY WHEN INFORMAL CONTROLS FAIL, AND INCREASED EMPHASIS ON SAFETY CONSIDERATIONS IN RESIDENTIAL AREAS.
