THIS SUMMARY OF THE 'STATE OF HAWAII JUVENILE JUSTICE PLAN' DESCRIBES CURRENT STATE DELINQUENCY AND CONTROL PROGRAMS AND RECOMMENDS INNOVATIVE APPROACHES TO DELINQUENCY PREVENTION IN THE FUTURE.
Abstract
THE REPORT DISCUSSES TWO MAJOR CONCERNS: DELINQUENCY PREVENTION, TO KEEP JUVENILES OUT OF THE JUVENILE JUSTICE SYSTEM, AND UNIFICATION OF THE PRESENT SYSTEM, TO IMPROVE SERVICES TO JUVENILES ALREADY IN IT. SINCE PREVENTION INCLUDES THE DIVERSION OF JUVENILES FROM THE FORMAL JUSTICE PROCESS, THE REPORT RECOMMENDS ESTABLISHING NEW STRUCTURES THAT WOULD FOLLOW THE PROGRESS OF DIVERTED JUVENILES, SAFEGUARD THEIR RIGHTS AND THE PUBLIC'S RIGHT TO PROTECTION, AND ADMINISTER PROGRAMS MORE EFFECTIVELY. THESE NEW ORGANIZATIONS WOULD INCLUDE A JUVENILE JUSTICE COORDINATING COUNCIL, AN OFFICE OF YOUTH SERVICE, AND A NETWORK OF YOUTH SERVICE CENTERS, AT THE COMMUNITY OR NEIGHBORHOOD LEVEL. OTHER DELINQUENCY PREVENTION PROPOSALS INCLUDE PROGRAMS OF POLICE CRISIS INTERVENTION, CITIZEN VOLUNTEERS, OUTDOOR CAMPING, SCHOOL DELINQUENCY PREVENTION, AND JOB-TRAINING PROGRAMS BY PRIVATE BUSINESSES. ESTABLISHMENT OF COMMUNITY YOUTH FACILITIES--FOSTER HOMES, GROUP HOMES, AND HALFWAY HOUSES--ALSO IS RECOMMENDED. THE REPORT SUGGESTS IMPROVING PREADJUDICATION AND POSTADJUDICATION SERVICES TO JUVENILES WITHIN THE JUSTICE SYSTEM AND RECOMMENDS SPECIFIC STATUTORY REVISIONS TO ACHIEVE SPECIFIC GOALS OF THE JUVENILE JUSTICE PLAN. DEFINITIONS OF THE TARGET POPULATION AND THE JUVENILE JUSTICE SYSTEM ARE PROVIDED. (AOP)
