COMPUTERIZED TECHNIQUES DEVISED BY THE DEPARTMENT OF ENERGY (DOE) TO FACILITATE THE SAFE AND SECURE MOVEMENT OF GOVERNMENT-OWNED NUCLEAR AND CLASSIFIED MATERIALS ARE EXAMINED.
Abstract
THE TRANSPORTATION SAFEGUARDS DIVISION OF THE DOE PROVIDES FOR TWO PRIME MODES OF TRANSPORTATION, TRACTOR-TRAILERS AND RAIL SERVICE. THE TRANSPORTATION SYSTEM UTILIZES ADVANCED TECHNOLOGY AND OTHER FEATURES TO REDUCE THE VULNERABILITY OF NUCLEAR AND CLASSIFIED MATERIALS TO TERRORISTS. IT CONSISTS OF A CAREFUL BALANCE OF PERSONNEL, PROCEDURES, AND SOPHISTICATED EQUIPMENT. THE COMMUNICATION SUBSYSTEM, AN INTEGRAL PART OF THE TRANSPORTATION SYSTEM, IS A COMPUTER-CONTROLLED HIGH-FREQUENCY RADIO DIGITAL AND VOICE OPERATION COMPRISED OF FOUR RELAY STATIONS REMOTELY CONTROLLED FROM A CENTRAL STATION IN ALBUQUERQUE, N.M. REMOTE RELAY STATIONS ARE LOCATED IN IDAHO, MISSOURI, MARYLAND, AND SOUTH CAROLINA. THE PRIMARY CONTACT FOR ASSISTANCE IN THE TRANSPORTATION SYSTEM INVOLVES STATE POLICE OFFICERS. A SURVEY OF POLICE AGENCIES THROUGHOUT THE COUNTRY INDICATES THAT SIGNIFICANT RESPONSE PARAMETERS IN THE MOVEMENT OF NUCLEAR MATERIALS ARE ARRIVAL TIME AND FORCE STRENGTH AT THE INCIDENT SCENE. A DATA BASE HAS BEEN CREATED BY THE DOE THAT INCLUDES THE RESULTS OF STATE SURVEYS AND A NUMERICAL DESCRIPTION OF DOE TRANSPORTATION ROUTES; IT IS USED IN CONJUNCTION WITH A COMPUTERIZED RESPONSE MODEL TO PROJECT COURIER AVAILABILITY ON DOE TRANSPORTATION ROUTES. THE OVERALL TRANSPORTATION-SAFEGUARDS SYSTEM IS INTENDED TO PROVIDE PHYSICAL PROTECTION AGAINST TERRORIST THREATS AND TO OFFER DETERRENCE AGAINST ATTACK. STATE LAW ENFORCEMENT AGENCIES ARE AN EFFECTIVE SECONDARY RESPONSE RESOURCE, THUS AVOIDING THE NEED FOR ADDITIONAL DOE COURIERS. ILLUSTRATIONS AND DATA ARE INCLUDED. (DEP)
