THIS MANUAL DESCRIBES THE ORGANIZATION NECESSARY FOR A POLICE INTELLIGENCE SYSTEM TO OPERATE EFFECTIVELY WITHIN THE LEGAL CONSTRAINTS OF A DEMOCRATIC SOCIETY.
Abstract
THE EXISTENCE OF TERRORIST GROUPS AND ORGANIZED CRIME SYNDICATES HAVE MADE INTELLIGENCE OPERATIONS WITHIN THE UNITED STATES A NECESSARY COMPONENT OF POLICE WORK. SUCH ORGANIZATIONS MUST CONSIDER BOTH TACTICAL INTELLIGENCE AS RELATED TO SHORT-TERM ENFORCEMENT GOALS, AS WELL AS STRATEGIC INFORMATION LEADING TO THE IDENTIFICATION OF POTENTIAL PROBLEM GROUPS. THIS IS BEST ACCOMPLISHED THROUGH A SPECIAL INTELLIGENCE DIVISION CONTAINING INDIVIDUAL UNITS ORGANIZED ACCORDING TO SPECIFIC AREAS, SUCH AS NARCOTICS OR PUBLIC SECURITY. GUIDELINES AND PROCEDURES CONCERNING THE FOLLOWING RESPONSIBILITIES OF THE INTELLIGENCE UNIT ARE GIVEN IN DETAIL: TARGETING AREAS FOR INVESTIGATION, COLLECTING INFORMATION THROUGH OVERT AND COVERT MEANS, EVALUATING RAW INTELLIGENCE FOR RELEVANCY AND ACCURACY, CLASSIFYING DOCUMENTS FOR RELIABILITY AND DISSEMINATION PURPOSES, COLLATING AND INTERPRETING DATA INTO AN ANALYTICAL REPORT, AND DISSEMINATING THE FINAL REPORT TO APPROPRIATE PERSONS AND INFORMATION SYSTEMS. THE MANUAL CONTAINS A GLOSSARY OF TERMS USED IN INTERPRETING INFORMATION AND AN EXERCISE FOR POLICE INTELLIGENCE ANALYSTS IN THE FORM OF A CASE STUDY. FOOTNOTES AND BIBLIOGRAPHY ARE APPENDED.
