COURSES CONDUCTED BY THE POLICE EXECUTIVE INSTITUTE DURING 1978 AND 1979 ARE LISTED AND SUMMARIES OF THE PARTICIPANTS' EVALUATIONS ARE GIVEN. AN INDEPENDENT REPORT ON ONE COURSE BY MACRO SYSTEMS IS INCLUDED.
Abstract
BECAUSE OF THE FAVORABLE RESPONSE FROM PARTICIPATING AGENCIES, THE POLICE EXECUTIVE INSTITUTE PROVIDED MORE COURSES IN EXECUTIVE MANAGEMENT FOR POLICE OFFICIALS THAN HAD BEEN STIPULATED BY THE PROVISIONS OF ITS LEAA GRANT. THE INSTITUTE CONDUCTED SOME REGIONAL COURSES AS WELL AS NATIONAL PROGRAMS ON TOPICS SUCH AS LABOR RELATIONS, POLICE MISCONDUCT, BUDGETING, AND ORGANIZATIONAL CHANGE. IN ITS NEXT PHASE OF DEVELOPMENT, THE POLICE EXECUTIVE INSTITUTE HAS PROPOSED THE FOLLOWING: THE CREATION OF AN INTERN POSITION ON ITS STAFF, THE INSTITUTION OF A PERSONNEL EXCHANGE PROGRAM BETWEN POLICE AGENCIES, AND LIMITED PARTICIPATION BY PUBLIC OFFICIALS IN ITS COURSES. SUMMARIES OF EVALUATIONS SUBMITTED BY COURSE PARTICIPANTS INDICATED A HIGH DEGREE OF SATISFACTION WITH THE PROGRAM. QUESTIONNAIRES DEVISED BY THE INSTITUTE ASKED INDIVIDUALS TO EVALUATE THE COURSE OBJECTIVES, CONTENTS AND INSTRUCTORS, AND TO SUGGEST IMPROVEMENTS. AN INDEPENDENT ANALYSIS OF A COURSE ON THE POLICE EXECUTIVE AND THE MEDIA CONDUCTED BY MACRO SYSTEMS DESCRIBED THE DATA SOURCES, METHODOLOGY, PROBLEMS IN INTERPRETATION, AND CURRICULUM. THE REPORT ALSO GAVE AN OVERVIEW OF THE POLICE EXECUTIVE INSTITUTE, DESCRIBING ITS HISTORICAL DEVELOPMENT AND ORGANIZATION OF THE EXECUTIVE TRAINING PROGRAM. THE DIFFERENCES BETWEEN THE PROPOSED PROGRAM AND WHAT ACTUALLY OCCURRED DURING THE COURSE WERE ASSESSED. THE MACRO STUDY EMPHASIZED THE IMPORTANCE OF INFORMAL DISCUSSIONS AND SOCIAL INTERACTIONS AMONG THE PARTICIPANTS IN CONTRAST TO THE COURSE'S FORMAL OBJECTIVES. SUGGESTIONS FOR FUTURE EVALUATIONS WERE INCLUDED. (MJM)
