Abstract
THE PURPOSE OF THE HEARING, HELD ON DECEMBER 18, 1978, IN GOVERNMENT REGARDING JUVENILE JUSTICE AND DELINQUENCY TREATMENT AND PREVENTION IN WYOMING, AS ONE OF THE FIVE STATES THAT DO NOT PARTICIPATE IN THE FORMULA GRANT PROGRAMS UNDER THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974, AS AMENDED IN 1977. THIS ASSESSMENT WAS DONE WITH A VIEW TOWARD DRAFTING A BILL FOR REAUTHORIZATION OF THE JUVENILE JUSTICE ACT. THE TESTIMONY EXAMINED (1) WYOMING'S JUVENILE DELINQUENCY AND STATUS OFFENSE PROBLEMS, (2) EXISTING PROGRAMS FOR THE PREVENTION AND TREATMENT OF JUVENILE DELINQUENCY, (3) STATE AND LOCAL PREVENTION AND TREATMENT NEEDS, (4) THE RELATIONSHIP BETWEEN DRUGS AND ALCOHOL AND THE COMMISSION OF DELINQUENT ACTS AND STATUS OFFENSES, (5) STATE AND LOCAL NEEDS FOR YOUTH-ORIENTED DRUG AND ALCOHOL PROGRAMS, AND (6) JUVENILE JUSTICE PROBLEMS IN COMMUNITIES THROUGHOUT THE STATE WHICH ARE EXPERIENCING RAPID POPULATION GROWTH DUE TO ENERGY DEVELOPMENT. WITNESSES WERE FROM THE GOVERNOR'S PLANNING COMMITTEE OF CRIMINAL ADMINISTRATION, THE SUPERINTENDENT OF STATE INSTITUTIONS FOR CHILDREN, DISTINGUISHED EDUCATORS INVOLVED IN SPECIAL PROGRAMS FOR YOUNG PEOPLE, A PANEL OF YOUNG PEOPLE FROM THE INSTITUTIONS, AND COUNSELORS AND DIRECTORS OF PROGRAMS FOR JUVENILE DELINQUENCY PREVENTION AND TREATMENT FROM AROUND THE STATE. THE APPENDIX INCLUDES PREPARED STATEMENTS AND WRITTEN STATEMENTS FROM WYOMING STATE GOVERNMENT OFFICIALS. (RCB)
