THE UNIFORM CRIME REPORTING (UCR) PROGRAM IN ARKANSAS IS DESCRIBED, AND CRIME RATE DATA BY POPULATION GROUPS FOR 1977 ARE TABULATED.
Abstract
THE UCR PROGRAM, ESTABLISHED IN ARKANSAS AS A STATE PROGRAM IN 1974, COLLECTS LAW ENFORCEMENT STATISTICS UNDER DEFINITIONS ESTABLISHED FOR THE COLLECTION AND PUBLICATION OF UNIFORM NATIONAL CRIME STATISTICS. IN ARKANSAS, THE UCR PROGRAM COLLECTS THE FOLLOWING INFORMATION ON A MONTHLY BASIS: OFFENSES KNOWN TO POLICE (MURDER, FORCIBLE RAPE, ROBBERY, AGGRAVATED ASSAULT, BURGLARY, LARCENY-THEFT, AND MOTOR VEHICLE THEFT), VALUE OF PROPERTY STOLEN AND/OR RECOVERED FOR THE PRECEDING CRIMES, ADULT ARRESTS FOR ALL CRIMES EXCEPT TRAFFIC VIOLATIONS AND NEGLECT, JUVENILE ARRESTS FOR ALL CRIMES EXCEPT TRAFFIC VIOLATIONS AND NEGLECT, SUPPLEMENTARY HOMICIDE INFORMATION, SUPPLEMENTARY INFORMATION CONCERNING LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED, AND SUPPLEMENTARY FORCIBLE RAPE INFORMATION. CRIME RATES ARE ESTABLISHED FROM THE NUMBER OF INDEX CRIMES IN RELATON TO POPULATION ESTIMATES FROM A GIVEN AREA. THESE RATES ARE GENERALLY COMPUTED AS THE NUMBER OF INDEX CRIMES PER 100,000 POPULATION. FACTORS INFLUENCING THE AMOUNT OF CRIME ACTUALLY REPORTED ARE THE DENSITY AND SIZE OF A COMMUNITY'S POPULATION AND METROPOLITAN AREAS, VARIATIONS IN POPULATION (AGE, SEX, AND RACE), ECONOMIC CONDITIONS, POPULATION STABILITY, CLIMATE, CULTURAL CONDITIONS, EFFECTIVE STRENGTH OF LAW ENFORCEMENT AGENCIES, ADMINISTRATIVE AND INVESTIGATIVE EMPHASES OF LAW ENFORCEMENT, POLICIES OF OTHER COMPONENTS OF THE CRIMINAL JUSTICE SYSTEM (PROSECUTORIAL, JUDICIAL, CORRECTIONAL, AND PROBATIONAL), PUBLIC ATTITUDES TOWARD LAW AND ENFORCEMENT PROBLEMS, AND CRIME REPORTING PRACTICES OF CITIZENS. A TABLE SHOWING THE PERCENT OF NATIONAL VICTIMIZATIONS REPORTED TO THE POLICE IN 1975 FOR PERSONAL, HOUSEHOLD, AND COMMERCIAL CRIMES IS INCLUDED, ALONG WITH EXTENSIVE DATA ON CRIME BY POPULATION GROUPS IN ARKANSAS THAT RANGE IN SIZE FROM LESS THAN 3,000 (CITY POLICE DEPARTMENTS) TO OVER 60,000 (METROPOLITAN POLICE DEPARTMENTS).
