RESEARCH IN THE AREA OF PERSONNEL IDENTIFICATION AND AUTHORIZATION (PIA) SYSTEMS FOR MILITARY INSTALLATIONS IS REPORTED THAT CONCERNS THE ENTRY CONTROL PROBLEM, SPEAKER VERIFICATION, AND GUARD-MACHINE INTERFACES.
Abstract
THE SPONSOR OF THE REVIEWED RESEARCH IS THE ROME AIR DEVELOPMENT CENTER (RADC) IN NEW YORK STATE. PTA TECHNOLOGY RELYING ON PERSONAL ATTRIBUTES SUCH AS SPEECH, HANDWRITING, AND FINGERPRINTS, WHICH ARE UNIQUE TO AN INDIVIDUAL AND GENERALLY DIFFICULT TO DUPLICATE, CAN BE EVALUATED BY ANALYZING CERTAIN TRADEOFF FACTORS. THESE FACTORS ARE TYPE I AND II ERRORS, VALID USER REJECTION AND IMPOSTOR ACCEPTANCE, PENETRABILITY, THROUGHPUT, USER ACCEPTANCE, AND VERIFICATION TIME. WHEN TWO PIA ATTRIBUTES, HANDPRINTS AND A MODIFIED ELECTROCARDIAGRAM CALLED C-TRACE, WERE ANALYZED FOR GROUPS OF 72 AND 57 PERSONS RESPECTIVELY, USING THE TRADEOFF EQUATION, RESULTS SHOWED A LESS THAN 2 PERCENT ERROR RATE. THIS INDICATES A HIGHLY ACCURATE PIA POTENTIAL. HOWEVER, BECAUSE SINGLE-ATTRIBUTE PIA SYSTEMS ARE OFTEN NOT ACCURATE ENOUGH FOR HIGH-SECURITY MILITARY INSTALLATIONS, AN ALTERNATIVE APPROACH IS TO USE TWO OR MORE PIA SYSTEMS IN COMBINATION TO FORM A HYBRID SYSTEM. EVEN WITH PIA SYSTEMS, THE ROLE OF GUARDS IS STILL SIGNIFICANT IN MOST ENTRY CONTROL SYSTEMS. AN EVALUATION OF GUARD-MACHINE INTERFACES SHOWS THAT TOTAL ENTRY CONTROL SYSTEM ERROR RATES ARE HEAVILY DEPENDENT ON THE PARTICULAR SCENARIO. FURTHER RESEARCH PLANS OF RADC THROUGH THE MID-1980'S INCLUDE (1) DISCOVER, EVALUATE, AND TEST POTENTIAL CANDIDATES FOR PERSONAL ATTRIBUTES; (2) DEVELOP, REFINE, AND IMPROVE EXISTING PERSONAL ATTRIBUTES; (3) DEVELOP, CONFIGURE, AND DESIGN ENTRY CONTROL SYSTEMS USING MULTIPLE PERSONAL ATTRIBUTES; (4) AND TEST AND EVALUATE ENTRY CONTROL SYSTEMS IN OPERATIONAL ENVIRONMENTS. ENTRY CONTROL RELATED PROBLEMS TO BE CONSIDERED IN RESEARCH EFFORTS INCLUDE THE ENROLLMENT PROCESS WHEN INDIVIDUAL'S ARE OFFICIALLY LOGGED INTO AN ENTRY CONTROL CONTROL PROCEDURES, ENTRY CONTROL SCENARIOS, AND PHYSICAL ELECTRONIC ARCHITECTURE.
