ACTIVITIES AND ACCOMPLISHMENTS OF THE STATE BOARD OF OFFENDER REHABILITATION OF GEORGIA DURING 1978 ARE PRESENTED; ADMINISTRATION, FIELD SERVICES, STATISTICS, AND INSTITUTIONS ARE EMPHASIZED.
Abstract
THE PURPOSE OF THE DEPARTMENT IS TO PROVIDE MAXIMUM PROTECTION TO THE COMMUNITY, STAFF, AND INMATES AND TO PROVIDE RESOURCES TO OFFENDERS WHICH WILL ENABLE THEM TO BECOME LAW-ABIDING CITIZENS. THE DEPARTMENT EMPLOYS 3,248 PEOPLE. IT OPERATES 18 STATE PRISONS HOUSING APPROXIMATELY 9,300 INMATES AND 17 COMMUNITY CENTERS HOUSING 375 PRERELEASE INMATES AND 300 PROBATIONERS. THE RECIDIVISM RATE FOR GEORGIA IS 18.6 PERCENT; THE REVOCATION RATE FOR PROBATIONERS IS 9.5 PERCENT. THE COST OF CONFINEMENT PER INMATE IS $3,769.00 ANNUALLY WHILE PROBATION SUPERVISION COSTS $175.00 A YEAR PER OFFENDER. PROBATION SERVICES INCLUDE FIELD SUPERVISION ACTIVITIES, DIVERSION PROGRAMS, AND TRANSITION PROGRAMS. DURING 1978 THERE WAS A TOTAL OF 34,034 OFFENDERS ON PROBATION. THIS TOTAL INCLUDED 18,065 MISDEMEANANTS AND 15,969 FELONS. OVER $10.3 MILLION WAS COLLECTED DURING THE YEAR FROM PROBATIONERS, $6.1 MILLION FOR CHILD SUPPORT, $1.1 MILLION IN RESTITUTION, AND $3.1 MILLION IN FINES AND COURT COSTS. TOTAL ADMISSIONS TO PRISON DURING THE YEAR NUMBERED 6,962, AND DEPARTURES TOTALED 6,861. WHITE OFFENDERS ACCOUNT FOR 39 PERCENT OF THE PRISON POPULATION, AND BLACKS FOR 61 PERCENT. THE AVERAGE FUNCTIONAL GRADE LEVEL FOR ALL OFFENDERS IS 5.7. PHOTOGRAPHS, TABULAR DATA, GRAPHS, AND CHARTS ARE INCLUDED IN THE REPORT. (LWM)
