PROBATION EARNINGS ARE REPORTED FOR ADULT PROBATIONERS WHO SERVED ANY PERIOD OF PROBATION DURING CALENDAR YEAR 1978 IN THESE NEW JERSEY COUNTIES: ATLANTIC, CAMDEN, MORRIS, AND UNION.
Abstract
ALMOST TWO-THIRDS OF THE PROBATIONERS IN THE COUNTIES STUDIED WERE EMPLOYED AT SOME TIME DURING 1978 AND EARNED A TOTAL OF $19,323,799, WITH THE AVERAGE ANNUAL EARNINGS FOR EMPLOYED PROBATIONERS BEING $7,404. OF THE TOTAL AMOUNT EARNED, $16,653,032 WAS MADE BY PROBATIONERS UNDER ADULT CRIMINAL SUPERVISION AND $2,676,367 BY PROBATIONERS UNDER FAMILY DIVISION SUPERVISION. THE TOTAL OF EMPLOYABLE PROBATIONERS THAT WAS UNEMPLOYED WAS 11.2 PERCENT. SOME 23 PERCENT WERE UNEMPLOYABLE, INCLUDING 14 PERCENT WHO WERE ABSCONDERS, 6 PERCENT WHO WERE OTHERWISE UNAVAILABLE IN THE STUDY, AND ANOTHER 2.6 PERCENT WHO WERE INCARCERATED. PROBATIONERS IN UNION COUNTY CONSISTENTLY MADE MORE THAN PROBATIONERS IN ANY OTHER COUNTY: PROBATIONERS IN ATLANTIC COUNTY CONSISTENTLY EARNED THE LEAST. FEMALE PROBATIONERS WERE MORE LIKELY TO BE UNEMPLOYED, AND THOSE WHO WERE EMPLOYED MADE SIGNIFICANTLY LESS THAN MALE PROBATIONERS. FOR COMPARABLE JURISDICTIONS, THE EMPLOYMENT RATE FOR PROBATIONERS WAS HIGHER THAN THAT FOR PAROLEES. PROBATIONERS IN ATLANTIC AND CAMDEN COUNTIES WERE MUCH MORE LIKELY TO BE UNEMPLOYED THAN THE GENERAL POPULATION, WHILE PROBATIONERS IN MORRIS AND UNION COUNTIES WERE ONLY SLIGHTLY MORE LIKELY TO BE UNEMPLOYED THAN THE GENERAL POPULATION. A CONSISTENTLY SMALLER PERCENTAGE OF PROBATIONERS IN EACH COUNTY RECEIVED PUBLIC ASSISTANCE THAN DID THE GENERAL POPULATION. TABULAR DATA ARE PROVIDED FOR EACH COUNTY. THE APPENDIXES INCLUDE THE METHODOLOGY FOR THE 1978 NEW JERSEY PROBATIONER EARNINGS STUDY AND DATA GATHERING INSTRUMENTS AND WORKSHEET FOR THE STUDY. (RCB)
