THE EVOLUTION OF THE PRIVATE SECURITY FIELD BEYOND 1984 IS PROJECTED, AND THE IMPORTANCE OF IMPROVED RELATIONS BETWEEN PRIVATE SECURITY SYSTEMS AND POLICE AGENCIES IS DISCUSSED.
Abstract
AT THE PRESENT RATE OF GROWTH, THE PRIVATE SECURITY SECTOR WILL EMPLOY 1,400,000 PEOPLE BEYOND 1984, CAMPARED TO 750,000 IN PUBLIC LAW ENFORCEMENT. THIS CONTINUED GROWTH IS ANTICIPATED BECAUSE OF DIMINISHING RESOURCES FOR PUBLIC LAW ENFORCEMENT WHILE CRIME IS ON THE INCREASE. PRIVATE SECURITY SYSTEMS IN 1984 SHOULD HAVE IMPROVED PERSONNEL DUE TO BETTER SELECTION, TRAINING, REGULATIONS, LICENSING PROCEDURES, AND INCREASED COMPETITION; A PREPONDERANCE OF FORMER LAW ENFORCEMENT PERSONNEL IN THE PRIVATE SECURITY SECTOR; COOPERATION BETWEEN PRIVATE AND PUBLIC POLICE IN THE DEVELOPMENT AND IMPLEMENTATION OF CRIME PREVENTION PROGRAMS; AND SECURITY CONSULTANTS TO WORK WITH ARCHITECTS AND BUILD SECURITY INTO NEW BUILDINGS. IN ADDITION, COMMUNITIES WILL HIRE PRIVATE SECURITY FORCES TO POLICE THEIR COMUNITIES, AND THERE WILL BE AN INCREASE IN URBAN AREAS, AND THERE WILL BE AN INCREASE IN BLOCK ASSOCIATION USING THE SERVICES OF PRIVATE POLICE PATROL. THERE WILL BE AN EXPANSION OF THE PERIMETER PATROL CONCEPT BY THE PRIVATE PATROL SECTOR, THE FEDERAL GOVERNMENT WILL SUBSIDIZE THE TRAINING AND EQUIPPING OF PRIVATE SECURITY FORCES, AND COLLEGES WILL OFFER A 4-YEAR UNDERGRADUATE DEGREE IN INDUSTRIAL SECURITY. AN INCREASING NUMBER OF PRIVATE SECURITY OFFICERS WILL BE DEPUTIZED WITH SOME FORM OF PEACE OFFICER POWER. COMMUNITIES WILL FORM THEIR OWN COOPERATIVE NON-PROFIT GUARD AGENCIES AND ALLOW PARTICIPANTS TO PURCHASE THE SERVICES OF GUARDS AS REQUIRED, AND JOINT SEMINARS AND WORKSHOPS BETWEEN THE PUBLIC AND PRIVATE SECTORS WILL BE COMMONPLACE.
