PROCEDURAL INSTRUCTIONS FOR THE OPERATION OF THE ADULT PROBATION MANAGEMENT INFORMATION SYSTEM OF NEW JERSEY ARE PRESENTED; GENERAL OPERATION, CODING, AND REPORT DEVELOPMENT ARE EMPHASIZED.
Abstract
THIS OFFENDER-BASED INFORMATION STRUCTURE IS DESIGNED TO ASSIST SUPERVISING PROBATION OFFICERS AND COUNTY AND STATE PROBATION ADMINISTRATORS. THE SYSTEM PROVIDES THE PROBATION OFFICER WITH A FORMAT FOR COMPREHENSIVELY, OBJECTIVELY, AND UNIFORMLY DESCRIBING EVERY PROBATIONER; AIDS IN PERIODIC CASE REVIEW; ASSISTS IN IDENTIFYING CASES REQUIRING MAXIMUM SUPERVISION; PROVIDES INFORMATION FOR TRANSFERRED CASES; AND ASSISTS IN CASELOAD MANAGEMENT. THE SYSTEM AIDS ADMINISTRATORS SPECIFICALLY IN THE AREAS OF OPERATIONS, MANAGERIAL DECISIONMAKING, RESEARCH, PLANNING, AND EVALUATION. THE DYNAMIC SYSTEM INVOLVES BASIC DATA GATHERING, DATA INTEGRATION, AND REPORT GENERATION. REGULAR PERIODIC REPORTS, ANNUAL REPORTS, AND SPECIAL REPORTS ARE DEVELOPED. WHEN A PERSON FIRST BEGINS A PROBATION TERM, THEIR COMPLETE PROFILE REPORT SHOULD SPECIFY BASIC IDENTIFICATION INFORMATION, DEMOGRAPHIC VARIABLES, THE NATURE AND CIRCUMSTANCES OF THE OFFENSE, OFFENSE HISTORY, PERSONAL AND FAMILY ITEMS, HEALTH AND PHYSICAL INFORMATION, EMPLOYMENT AND VOCATIONAL INFORMATION, AND AN ASSESSMENT OF THEIR PROBLEMS AND NEEDS. MONTHLY UPDATE REPORTS INCLUDE SUCH INFORMATION AS ISSUANCE OR WITHDRAWAL OF A BENCH WARRANT AND ALTERATION OF THE PROBATIONER'S CLASSIFICATION. FINALLY, THE ADULT TERMINATION REPORT REVIEWS THE ACTIVITIES OF THE PROBATIONER, THE PROBATION SERVICE, AND OUTSIDE AGENCIES, AND SHOULD BE COMPLETED WHEN A PROBATIONER IS DISCHARGED FROM PROBATION OR WHEN A SECOND CONSECUTIVE TERM OF PROBATION IS BEGUN. WORKSHEETS ARE AVAILABLE TO FACILITATE REPORT DEVELOPMENT. IN ADDITION, COUNTY, STATE, MUNICIPALITY, PROBATION OFFICER, JUDGE, AND SPECIAL CONDITIONS CODES AS USED IN THE REPORTS ARE SPECIFIED IN THE HANDBOOK. TABULAR INFORMATION, SAMPLE FORMS FOR ALL TYPES OF REPORTS, AND APPENDIXES ARE INCLUDED. (LWM)
