THIS REPORT DESCRIBES PLANS FOR ESTABLISHING A COORDINATED COMMUNICATION SYSTEM FOR MONTEREY COUNTY, CALIF.
Abstract
SUCH A SYSTEM WAS NEEDED BECAUSE THE COUNTRY'S CURRENT SYSTEM IS INADEQUATE AND COORDINATION AMONG CITIES, COUNTY, AND OTHER AGENCIES IS POOR. PLANS CALL FOR THE SYSTEM TO BE DIRECTED AND ADMINISTERED BY A USERS COUNCIL OF CITY AND COUNTY MANAGERS, POLICE CHIEFS, SHERIFFS, FIRE CHIEFS, AND OTHERS AS NEEDED. DISPATCH FOR EACH CITY WILL GENERALLY BE ON A PRESCRIBED BEAT BASIS. BY TELEPHONE SWITCHING, CALLS WILL BE TRANSFERRED DIRECTLY TO THE POLICE DEPARTMENT WHEN NECESSARY. IMMEDIATE DIRECTION WILL BE BY THE COUNTY OF MONTEREY COMMUNICATION DEPARTMENT. BENEFITS OF THE SYSTEM WILL INCLUDE DIRECT, SIMULTANEOUS ACTION BY ALL INVOLVED AGENCIES IN AN EMERGENCY, STANDARDIZED DISPATCH OF SERVICES BY A SINGLE CENTER, SPECIALLY TRAINED DISPATCHERS, A SPECIFIC EMERGENCY OPERATOR TO HANDLE ALL CALLS AND INSURE THAT DISPATCH IS IMMEDIATE, AND A COMPLETE MAINTENANCE PROGRAM UNDER SINGLE GOVERNMENTAL CONTROL. THE SYSTEM IS DESIGNED TO ACCOMMODATE GROWTH AND BY WORKING THROUGH A SINGLE, NON-AGENCY-ORIENTED CENTER, PUBLIC SAFETY RESPONSE WILL BE IMPROVED AND COUNTY EXPENSES REDUCED.
