OBJECTIVES, ACTIVITIES, AND CURRENT STATUS OF THE SAN DIEGO, COUNTY, CALIF., STEERING COMMITTEE FORMED TO PLAN A SYSTEM OF COORDINATED RECORDS AND COMMUNICATION FOR CRIMINAL JUSTICE AND PUBLIC SAFETY ARE REPORTED.
Abstract
THE COMMITTEE'S GOAL IS TO IMPROVE RECORDS AND COMMUNICATIONS AMONG THE COUNTY'S 11 LAW ENFORCEMENT AGENCIES, 29 LOCAL FIRE DEPARTMENTS AND DISTRICTS, 25 PUBLIC AND PRIVATE AMBULANCE AGENCIES, AND OTHER RELATED AGENCIES OPERATING IN THE COUNTY. SPECIFIC NEEDS ARE EASY CITIZEN ACCESS TO AGENCIES, SIMPLIFIED RECORDKEEPING, AND GREATER USE AND INTERCONNECTION OF ELECTRONIC DATA PROCESSING SYSTEM. FEDERAL FUNDS ARE BEING SOUGHT FOR A COORDINATED COUNTYWIDE RECORDS AND COMMUNICATION SYSTEM WHICH WOULD GIVE A PRIORITY TO MEETING THESE NEEDS. SYSTEM COMPONENTS INCLUDE A SINGLE EMERGENCY TELEPHONE NUMBER, COORDINATED DISPATCH OF EMERGENCY SERVICES, A COUNTYWIDE MICROWAVE COMMUNICATIONS SYSTEM, A COMMAND AND CONTROL CENTER, A MUTUAL AID NETWORK, RADIO EQUIPMENT, AND IMPROVED LAW ENFORCEMENT RECORDS AND DATA PROCESSING COORDINATION. TOTAL PROGRAM COSTS ARE UNKNOWN, BUT THE COORDINATED SERVICE IS EXPECTED TO BE ECONOMICAL. FOLLOWING A DESIGN AND IMPLEMENTATION STUDY, THE STEERING COMMITTEE WILL PRESENT ALTERNATIVES FOR EACH AGENCY IN THE COUNTY TO CONSIDER. EACH AGENCY'S COSTS WILL DEPEND ON ITS DEGREE OF PARTICIPATION AND THE AVAILABILITY OF FEDERAL FUNDS. (CFW)
