AN ADVANCED PUBLIC SAFETY COMMUNICATIONS SYSTEM IS PLANNED FOR HENNEPIN COUNTY, MINN., WHICH IS FLEXIBLE ENOUGH TO ACCOMMODATE NEW ELECTRONIC SYSTEMS AND TO EXPAND WITH EXPECTED COUNTY POPULATION GROWTH.
Abstract
THE MOST PROMINENT FEATURE OF THE PLAN IS THE ADVANCED CONCEPTS INCLUDED IN THE MAJOR CENTRAL DISPATCH FACILITY. THE CENTRAL DISPATCH IS CAPABLE OF HANDLING THE DISPATCH OPERATIONS OF ALL SHERIFF, POLICE, AND FIRE ACTIVITIES IN THE COUNTY. IN ADDITION IT WILL HAVE CENTRAL RESPONSE LOCATION FOR ALL 911 EMERGENCY CALLS WITHIN THE COUNTY, USE OF A CENTRAL COMPUTER TO HANDLE REAL-TIME CAPABILITIES, TRUNKING CAPABILITIES TO EXTEND CALLS TO EMERGENCY SERVICES NOT LOCATED IN THE CENTRAL DISPATCH, AUTOMATIC LOG CAPABILITIES TO OPERATE A LOG FOR EACH LOCATION, AND ON-LINE CONNECTION TO EXISTING LAW ENFORCEMENT INFORMATION SYSTEMS AT STATE AND FEDERAL LEVELS. A NEW TWO-WAY RADIO SYSTEM IS ALSO PLANNED TO MEET THE NEED OF THE COUNTY, ALONG WITH A 911 EMERGENCY TELEPHONE SYSTEM. THE REPORT RECOMMENDS THAT THE PRESENTLY PLANNED ONE-WAY AND TWO-WAY DIGITAL PROGRAMS IN THE COUNTY AND THE CITY OF MINNEAPOLIS BE CONTINUED AND A TELEVISION SITUATION SURVEILLANCE SUBSYSTEM BE INCORPORATED TO BRING BACK LIVE PICTURES OF MAJOR INCIDENTS TO THE CENTRAL DISPATCH CENTER TO PROVIDE ADDITIONAL INFORMATION FOR THE COMMAND FUNCTION. COST ESTIMATES FOR THE SYSTEM TOTAL $3,398,656. ALL OPERATIONS TO BE INCLUDED IN THE SYSTEM ARE DETAILED, AS ARE THOSE WHICH ARE RECOMMENDED. COST ESTIMATES ARE BROKEN DOWN BY SYSTEM COMPONENT. (MJW)
