THIS REPORT DESCRIBES PRESENT EMERGENCY TELEPHONE COMMUNICATIONS PROBLEMS IN THE TOLEDO, OHIO, AREA AND DISCUSSES A GENERAL SYSTEM USING A SINGLE EMERGENCY NUMBER TO OVERCOME SOME OF THESE PROBLEMS.
Abstract
IT ALSO SETS FORTH ALTERNATIVES FOR DESIGN OF AN INTEGRATED 911 SYSTEM BUT DOES NOT INCLUDE A DETAILED SYSTEM COST ANALYSIS. THE GEOGRAPHICAL AREA PROPOSED FOR 911 SYSTEM IMPLEMENTATION COVERS 13 CITIES AND VILLAGES AND THE WHOLE OR PARTS OF 13 ADJOINING TOWNSHIPS, AND IT CONTAINS 43 DIFFERENT POLICE AND FIRE EMERGENCY NUMBERS AND 28 OTHER EMERGENCY NUMBERS. THEREFORE CITIZENS MUST EITHER REMEMBER THE APPROPRIATE NUMBER OR HAVE IT READILY AVAILABLE. A RAPID, EFFICIENT, AND EFFECTIVE EMERGENCY SYSTEM SHOULD HAVE A NUMBER THAT IS EASILY REMEMBERED, AND A SYSTEM DEDICATED TO THE COMMUNICATION AND PROPER ROUTING OF EMERGENCY CALLS. THE THREE RECOMMENDED ALTERNATIVE APPPROACHES TO AN AREAWIDE 911 EMERGENCY NUMBER SYSTEM ARE: (1) DECENTRALIZED RECEPTION AND LOCAL DISPATCHING BASED ON EXCHANGE CONFIGURATION WITH SUPPLEMENTARY COMMUNICATION LINKS; (2) CENTRAL RECEPTION AND LOCAL DISPATCHING; AND (3) CENTRAL RECEPTION AND DISPATCHING. RECOMMENDATIONS INCLUDE APPROVAL OF ONE OR MORE OF THE ALTERNATIVES BY THE EXECUTIVE COMMITTEE OF THE TOLEDO METROPOLITAN AREA COUNCIL OF GOVERNMENTS AND SUBMISSION OF A FORMAL REQUEST TO THE TWO AFFECTED TELEPHONE COMPANIES FOR THE PERFORMANCE OF A COMPLETE COST AND HARDWARE DESIGN ANALYSIS. APPENDIXES INCLUDE AN EMERGENCY SERVICE INVENTORY BY JURISDICTION, AND TELEPHONE EXCHANGES, INCLUDING A MAP, FOR ALL AREAS THAT LIE WITHIN THE PROPOSED SYSTEM. APPENDIX C DIAGRAMS THE ALTERNATIVE SYSTEM APPROACHES. (AOP)
