THE ORGANIZATION, PURPOSE, AND SUCCESS OF THE INTEGRATED CRIMINAL APPREHENSION PROGRAM OF THE JACKSONVILLE OFFICE OF THE SHERIFF (FLORIDA) ARE DISCUSSED IN THIS FINAL REPORT.
Abstract
IN 1968, JACKSONVILLE AND DUVAL COUNTY CONSOLIDATED THEIR GOVERNMENTS, MAKING JACKSONVILLE THE LARGEST CITY IN LAND AREA IN THE CONTINENTAL UNITED STATES. AS PART OF THE CONSOLIDATION EFFORT, FUNDS WERE DESIGNATED FOR THE IMPROVEMENT OF POLICE SERVICES FOR THE RAPIDLY EXPANDING COMMUNITY. IT WAS DETERMINED THAT THE GROWTH AND DEVELOPMENT IN ADVANCED OPERATIONAL POLICE METHODS COULD BEST BE ACHIEVED THROUGH IMPLEMENTATION OF THE INTEGRATED CRIMINAL APPREHENSION PROGRAM (ICAP) MODEL WHICH EMPHASIZES PATROL ASPECTS OF THE POLICE FUNCTION. THE THRUST OF THE INITIAL ICAP AWARD WAS ESTABLISHMENT OF A COMPREHENSIVE PATROL LEVEL AND MIDMANAGEMENT INFORMATION SYSTEM DESIGNED FOR OPERATIONAL DECISIONMAKING. THE PRIMARY GOAL WAS TO MOVE THE DEPARTMENT FROM THE RANDOM PATROL METHODOLOGY TO A DIRECTED PATROL APPROACH FOCUSING ON PRELIMINARY INVESTIGATION, CASE SCREENING, AND PROPER RESOURCE ALLOCATION. A PROJECT DIRECTOR WORKED CLOSELY WITH THOSE INVOLVED IN THE COMPLEX PLANNING OF EACH PROGRAM ELEMENT. THE PATROL LEVEL AND MIDMANAGEMENT INFORMATION SYSTEM DESIGN HAD AS ITS CENTRAL CONTROL THE CRIME ANALYSIS UNIT. ASIDE FROM THEIR ORGANIZATIONAL AND OPERATIONAL RESPONSIBILITIES, THE UNIT WOULD ASSIST AS AN IMPORTANT USER COMMUNICATION LINK IN MAJOR PROGRAM DEVELOPMENT WITH STREET LEVEL ACTIVITY AND THINKING. THE DIRECTED PATROL EFFORT WAS DIVIDED INTO TWO CATEGORIES. THE FIRST CATEGORY WAS AIMED AT THE PATROL OFFICER'S NEEDS, I.E., WHAT KINDS OF INFORMATION WOULD BE MOST USEFUL TO PATROL OFFICERS. A MAJOR OBJECTIVE WAS TO GET INOFRMAL FEEDBACK WITH REGARD TO USEFULNESS AND IMPACT. THE SECOND OBJECTIVE, MIDMANAGEMENT ASPECT, FOCUSED ON PROVIDING SUCH PERSONNEL WITH GRAPHICS REFLECTING POTENTIAL LEVELS OF ACTIVITY AND MANPOWER TO PROVIDE THE MEANS FOR PROPER ASSESSMENT OF RESOURCES. THE MANAGING CRIMINAL INVESTIGATIONS PROGRAM AND RESOURCE ALLOCATION ELEMENTS ADDED TO OVERALL SUCCESS. NUMEROUS POSITIVE CHANGES HAVE BEEN REFLECTED IN THE 22 MONTHS OF PROGRAM ELEMENTS IMPLEMENTATION. CONTINUED SUCCESS DEPENDS UPON HOW WELL EACH ELEMENT IS MANAGED IN THE FUTURE.
