THE OPERATIONS OF THE RADIO REGULATORY DEPARTMENT OF THE HOME OFFICE (ENGLAND) ARE DESCRIBED AS THEY AFFECT POLICE RADIO COMMUNICATIONS.
Abstract
THE RADIO REGULATORY DEPARTMENT OF THE HOME OFFICE CONSISTS OF AN ADMINISTRATIVE ARM, R1 AND R2 DIVISIONS (DEALING RESPECTIVELY WITH INTERNATIONAL AND NATIONAL FREQUENCY ALLOCATION), AND A TECHNICAL ARM, THE DIRECTORATE OF RADIO TECHNOLOGY. THE ADMINISTRATIVE ARM IS CONCERNED WITH FREQUENCY ALLOCATION AND ASSIGNMENT POLICY, INTERNATIONALLY AND NATIONALLY. THE R1 DIVISION WORKS WITH THE INTERNATIONAL TELECOMMUNICATION UNION (ITU), A SPECIAL AGENCY OF THE UNITED NATIONS, IN THE ASSIGNMENT OF NATIONAL FREQUENCIES IN ACCORDANCE WITH ITU REGULATIONS. THE R2 DIVISION COORDINATES THE ASSIGNMENT OF SPECIFIC RADIO FREQUENCIES WITHIN THE NATION SO AS TO CONFORM TO INTERNATIONAL REQUIREMENTS. FREQUENCY ASSIGNMENTS TO POLICE RADIO SERVICES CANNOT BE USED UNTIL LICENSES HAVE BEEN AMENDED OR ISSUED BY R2. R2 IS ALSO RESPONSIBLE FOR THE ADMINISTRATIVE ASPECTS OF DEALING WITH ELECTRICAL INTERFERENCE. THE DIRECTORATE OF RADIO TECHNOLOGY IS RESPONSIBLE FOR ENGINEERING ASPECTS THAT PROTECT THE RADIO FREQUENCY SPECTRUM SO AS TO PROVIDE INTERFERENCE-FREE RADIO COMMUNICATION. IN PRACTICE, THIS INVOLVES THE PREPARATORY ENGINEERING WORK AND CONSULTATION OF NATIONAL AND INTERNATIONAL REGULATIONS, RECOMMENDATIONS, SPECIFICATIONS, AND PUBLICATIONS DEALING WITH THE ALLOCATION OF FREQUENCY BANDS, THE ASSIGNMENT OF FREQUENCIES, AND THE SETTING OF LIMITS FOR SPURIOUS RADIATION FROM RADIO EQUIPMENT AND INTERFERENCE FROM ELECTRICAL EQUIPMENT.
