MERGING OF THE AUSTRALIAN CAPITAL TERRITORY (ACT) POLICE WITH THE COMPOL POLICE AND CREATION OF THE AUSTRALIAN FEDERAL POLICE (AFP) IS RECOMMENDED BY THIS BRITISH EXPERT TO AVOID THE OVERLAP IN FUNCTIONS AND TO ACHIEVE STANDARDIZATION OF THE POLICE FORCE.
Abstract
THE RISE OF TERRORISM AND OTHER SERIOUS CRIME MAKES THE CENTRALIZATION OF THE POLICE FORCE IMPERATIVE. THEREFORE, IT IS RECOMMENDED THAT THE ACT POLICE, RESPONSIBLE FOR POLICING A CAPITAL TERRITORY (ALMOST WHOLLY DEVOTED TO GOVERNMENT), AND THE COMPOL POLICE, RESPONSIBLE FOR PROTECTING FEDERAL PROPERTY, BE ABOLISHED AND THE AUSTRALIAN FEDERAL POLICE (AFP), INCORPORATING THE TWO FORCES, BE ESTABLISHED. ADMINISTRATIVELY AFP SHOULD BE ACCOUNTABLE TO EITHER STATE OR FEDERAL GOVERNMENT, AND OPERATIONALLY, IT SHOULD BE FREE, EXCEPT FOR SUCH CRIMES AS TREASON AND SEDITION. THE AFP FUNCTIONS SHOULD INCLUDE THOSE PERFORMED BY THE COMPOL, SUCH AS GUARDING GOVERNMENT INSTALLATIONS AND OFFICES, PARLIAMENT HOUSE AND DIPLOMATIC MISSIONS, AND AIRPORTS FROM THE TERRORIST ATTACKS. A TOTAL OF SEVEN APPENDIXES DISCUSSING THE PROPOSED FUNCTIONS AND STRUCTURE OF THE AFP ARE INCLUDED.
