THE ANNUAL REPORT OF THE HONOLULU POLICE DEPARTMENT FOR FISCAL YEAR JULY 1, 1977, TO JUNE 30, 1978, IS PRESENTED.
Abstract
THE TOTAL BUDGET FOR FISCAL YEAR 1977-78 WAS $36,731, 121. THE CHIEF OF POLICE AND HIS DEPUTY DIRECT A FORCE OF 1,882 EMPLOYEES ASSIGNED TO 4 MAJOR BUREAUS, EACH OF WHICH IS HEADED BY AN ASSISTANT CHIEF OF POLICE. THE INTERNAL AFFAIRS SECTION CONDUCTED 22 ANNUAL INSPECTIONS AND 77 UNSCHEDULED INSPECTIONS OF THE POLICE DEPARTMENT TO ENSURE MAXIMUM OPERATIONS EFFICIENCY AND COMPLIANCE WITH DEPARTMENTAL DIRECTIVES. THE DEPARTMENT'S AUTHORIZED STRENGTH OF 1,882 OFFICERS AND CIVILIANS HAS REMAINED THE SAME OVER THE PAST TWO FISCAL PERIODS. THE TRAINING DIVISION CONDUCTED A COMPREHENSIVE TRAINING PROGRAM PROVIDING EACH RECRUIT WITH A HIGHLY STRUCTURED 26-WEEK COLLEGE-LEVEL CURRICULUM. DURING 1977-78, 79 RECRUITS WERE GRADUATED; INSERVICE TRAINING WAS GIVEN TO 1,381 OFFICERS, AND ABOUT 437 OFFICERS RECEIVED SOME TYPE OF SPECIALIZED TRAINING. FINALLY, THE COMMUNITY RELATIONS DIVISION CONDUCTED SPECIAL PROGRAMS AND PUBLISHED INFORMATION FOR PUBLIC DISTRIBUTION. ACTIVITIES OF THE FIELD OPERATIONS BUREAU, THE INVESTIGATIVE OPERATIONS BUREAU, AND THE TECHNICAL BUREAU ARE DETAILED. MAPS, TABLES, CHARTS, AND PHOTOGRAPHS ARE INCLUDED. (PRG)
