CORRECTIONAL PERSONNEL CAN USE THIS GUIDE TO MEASURE THE 'FIRE-SAFE' STATUS OF THEIR FACILITIES AND CAN THEN ACT TO REMEDY THOSE DEFICIENCIES THAT ARE LIKELY TO CAUSE FUTURE FIRE-RELATED INCIDENTS.
Abstract
CASE STUDIES OF FIRES CAUSED BY INMATES IGNITING URETHANE FOAM CUSHIONS, MATTRESSES, AND PADDED CELL WALLS ARE CITED, AND THE ROLE OF THE CORRECTIONAL EMPLOYEE IN FIRE PROTECTION IS OUTLINED. THE CORRECTIONAL EMPLOYEE SHOULD BE THE FIRST TO ARRIVE IN AN EMERGENCY, SHOULD BE ABLE TO MOBILIZE RESOURCES AND PERSONNEL TO HANDLE THE SITUATION, AND SHOULD ARRANGE FOR FIRE CONTAINMENT AND OCCUPANT EVACUATION USING A STEP-BY-STEP PLAN SUITED TO THE FACILITY. CORRECTIONAL ADMINISTRATORS SHOULD DECIDE HOW THE FACILITY WILL ACCOMPLISH ITS MISSION; HOW PERSONNEL ARE TRAINED IN FIRE EMERGENCY PLANS AND PROCEDURES; HOW MONEY CAN BEST BE SPENT FOR FIRE DETECTORS, ALARMS, AND CONTROL DEVICES; AND HOW A FIRE EMERGENCY PLAN SHOULD BE DEVELOPED. THE MANUAL OFFERS GUIDELINES FOR FORMULATING A FIRE PLAN AND FOR DEVELOPING SUGGESTED FIRE PROCEDURES. ADDITIONAL CHAPTERS DISCUSS ORGANIZING FOR FIRE PROTECTION, WITH INFORMATION ON FIRE POTENTIAL REDUCTION, FIRE PROTECTION AND PRE-FIRE PLANNING; BASIC FIRE TECHNOLOGY WITH SECTIONS ON FIRE CLASSIFICATION AND THE SELECTION OF EXTINGUISHERS; FIRST AIDS IN FIRE FIGHTING, WITH INFORMATION ON THE TYPES, USE, INSTALLATION, AND PLACEMENT OF FIRE EXTINGUISHERS; SUPPRESSION, DETECTION, AND ALARM SYSTEMS; AND TECHNIQUES IN FIRE FIGHTING. TWO CHECKLISTS, THE 'LIFE SAFETY CHECK LIST,' DEVELOPED BY THE NATIONAL FIRE PROTECTION ASSOCIATION, AND A SURVEY, 'RESULTS OF FIRE AND LIFE SAFETY INSPECTION,' COMPILED BY THE CALIFORNIA BOARD OF CORRECTIONS ARE INCLUDED. AN APPENDIX DESIGNED TO HELP DEVELOP A TRAINING PROGRAM IN BASIC FIRE PROTECTION IS ATTACHED. (AOP)
