MARYLAND POLICE TRAINING MATERIAL INSTRUCTS ON HOW TO CONTROL AN ACCIDENT SCENE SO AS TO REDUCE INJURIOUS CONSEQUENCES.
Abstract
THE SKILLS TAUGHT INCLUDE RECOGNIZING THE RISKS FROM FIRE, DANGEROUS SUBSTANCES, AND OTHER HAZARDS AND INITIATING PRECAUTIONS AGAINST SUCH RISKS; ADMINISTERING FIRST AID AND ARRANGING FOR THE CARE AND HANDLING OF THE INJURED; INITIATING AND MAINTAINING TRAFFIC AND CROWD CONTROL; ARRANGING FOR THE REMOVAL OF DAMAGED VEHICLES WHEN THEY POSE A HAZARD TO ONCOMING TRAFFIC; AND INSTITUTING THEFT PREVENTION MEASURES FOR THE INVOLVED VEHICLES AND OCCUPANTS. THE MAIN OBJECTIVE OF THE PATROLMAN IN CONTROLLING THE ACCIDENT SCENE IS INDICATED TO BE REDUCING INJURIES THAT COULD FURTHER RESULT FROM THE ACCIDENT. GENERAL STEPS FOR DETERMINING THE NEED FOR VOLUNTEER AND BYSTANDER ASSISTANCE AND ADDITIONAL OUTSIDE ASSISTANCE ARE DESCRIBED. PROCEDURES FOR PROTECTING THE SCENE FROM VARIOUS TYPES OF HAZARDOUS SUBSTANCES ARE DISCUSSED. FINALLY, THE PLACEMENT OF WARNING DEVICES TO FACILITATE TRAFFIC AND CROWD CONTROL AT THE SCENE OF AN ACCIDENT, AND CONSIDERATIONS FOR MAINTAINING A TRAFFIC FLOW ARE CONSIDERED, ALONG WITH THE PRESERVATION OF PHYSICAL EVIDENCE. TESTS COVERING THE MATERIAL ARE PROVIDED FOR THE STUDENT. (RCB)
