A RECOMMENDATION REGARDING THE USE OF SPECIALIZED REGIONAL TERRORISM STUDY/ACTION TEAMS IS DISCUSSED, AND LEAA PROGRAMS RELATING TO TERRORISM ARE DESCRIBED.
Abstract
W. VINCENT RAKESTRAW, IN HIS TESTIMONY ON TERRORISM BEFORE THE HOUSE COMMITTEE ON INTERNAL SECURITY, ADVISES THAT DOMESTIC TERRORIST ACTIVITIES, INCLUDING KIDNAPPING, ARE NOT PRESENTLY OF SUCH A MAGNITUDE TO JUSTIFY THE CREATION OF SPECIALIZED STUDY/ACTION TEAMS TO DEAL WITH TERRORIST INCIDENTS. SINCE TERRORIST ACTS NECESSARILY INVOLVE STATE AS WELL AS FEDERAL CRIMES, STUDY/ACTION TEAMS WOULD NECESSARILY RAISE IMPORTANT JURISDICTIONAL PROBLEMS BETWEEN FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT AGENCIES, ADVISES RAKESTRAW. RICHARD VELDE, IN HIS TESTIMONY ON TERRORISM BEFORE THE HOUSE COMMITTEE ON INTERNAL SECURITY, BRIEFLY DESCRIBES THE FOLLOWING LEAA-FUNDED PROGRAMS RELATED TO COUNTERING TERRORISM: (1) TRAINING COURSES TO TEACH POLICE HOW TO DISARM, REMOVE, AND DISPOSE OF EXPLOSIVE OR INCENDIARY DEVICES; (2) A CLEARINGHOUSE FOR MATERIAL RELATED TO TERRORISM (THE NATIONAL CRIMINAL JUSTICE REFERENCE SERVICE); (3) THE CHARTERING AND APPOINTING OF A PRIVATE SECURITY ADVISORY COUNCIL IN 1972 WHICH CAN GIVE DIRECTION IN PREPARING PRIVATE SECURITY FORCES TO DEAL WITH TERRORIST THREATS; (4) REGIONAL CONFERENCES ON INTERNATIONAL CRIMINAL ACTIVITY; (5) TRAINING OF STATE AND LOCAL POLICE IN AIRPORT SECURITY TECHNIQUES; AND (6) ANTICIPATION OF FUNDING RESEARCH DESIGNED TO DISCOVER AND IMPROVE TECHNIQUES FOR DEALING WITH TERRORIST ACTIVITY.
