THIS STUDY EXAMINED THE RECIDIVISM RATE OF OFFENDERS COMING INTO CONTACT WITH DADE COUNTY, FLA., COMMUNITY-BASED CORRECTIONAL PROGRAMS. SEVERAL DISTINCT CLIENT GROUPS WERE EXAMINED.
Abstract
DATA WERE GATHERED ON 252 PERSONS WHO HAD SUCCESSFULLY COMPLETED THE TREATMENT ALTERNATIVES TO STREET CRIME PROGRAM (TASC), WHICH PROVIDES SERVICES TO DRUG-INVOLVED INDIVIDUALS, AND ON 27 CLIENTS WHO HAD THEIR CHARGES DROPPED. DATA WERE ALSO GATHERED ON CLIENTS WHO HAD SUCCESSFULLY COMPLETED LOCAL HALFWAY-HOUSE PROGRAMS SERVING THE NON-DRUG-INVOLVED EX-OFFENDER POPULATION AND ON CLIENTS WHO HAD SUCCESSFULLY COMPLETED TWO LOCAL OUTPATIENT OFFENDER PROGRAMS. THE RECIDIVISM RATE FOR THE TASC CLIENTS WAS ESTABLISHED AT ABOUT 29 PERCENT, WHILE THE RATE FOR RESIDENTIAL AND NONRESIDENTIAL CLIENTS WAS 26 PERCENT. BOTH THESE RATES WERE DRASTICALLY LOWER THAN THE OVERALL RECIDIVISM RATE OF 71.5 PERCENT FOR ALL DADE COUNTY OFFENDERS, AS OF OCTOBER 1975. THE TASC CLIENTS SURVEYED WERE RELEASED FROM THE PROGRAM BETWEEN FEBRUARY 1974 AND FEBRUARY 1976. THE MAXIMUM LENGTH OF TIME ANY CLIENT HAD BEEN RELEASED WAS 25 MONTHS AND THE AVERAGE LENGTH OF TIME SINCE RELEASE WAS 8.8 MONTHS. OF THE 279 CLIENTS, 81 WERE REARRESTED, THUS YIELDING THE OVERALL RECIDIVISM RATE OF 29.03 PERCENT. THE RECIDIVISM RATE AMONG THE RESIDENTIAL AND NONRESIDENTIAL PROGRAMS RANGED BETWEEN 15 AND 29 PERCENT. DISCUSSION ANALYZES THE DATA FOR EACH OF THESE FIVE PROGRAMS IN DETAIL.
