THE REPORT OF THE ROYAL COMMISSION ON THE MAJOR CORRECTIONAL FACILITIES OF CANADA IS PRESENTED; CORRECTIONAL PERSONNEL, MEDICAL ASPECTS OF INMATE CARE, AND RECOMMENDATIONS ARE EMPHASIZED.
Abstract
THE REPORT IS PRESENTED AS A COLLECTION OF BRIEFS PREPARED BY VARIOUS EXPERTS IN THE CORRECTIONS FIELD. IN THIS VOLUME, BRIEFS ARE INCLUDED FROM THE SUPERINTENDENT OF THE TORONTO JAIL, NUMEROUS CORRECTIONAL OFFICERS, REPRESENTATIVES OF SOCIAL WORKER AND PSYCHOLOGICAL ASSOCIATIONS, AND PHYSICIANS. CORRECTIONAL OFFICERS PLAY AN IMPORTANT ROLE IN SECURITY AND TREATMENT EFFORTS. INITIAL TRAINING FOR OFFICERS SHOULD INCLUDE INFORMATION CONCERNING THE CANADIAN CRIMINAL JUSTICE SYSTEM, SELF DEFENSE AND FIRST AID, AND THE CONTROL OF HUMAN BEHAVIOR. ONGOING TRAINING SHOULD BE PROVIDED FOR EVERY OFFICER, AND ALL OFFICERS SHOULD BE ENCOURAGED TO ATTEND UNIVERSITIES FOR BACHELOR'S AND MASTER'S DEGREES. A REPRESENTATIVE OF A PENAL REFORM GROUP SUGGESTS THAT WHEN THE NEW JAILS ARE FINISHED, NO INMATES BE HOUSED IN THE OLD TORONTO JAIL AND THAT THE JAIL BE REMODELED TO PROVIDE RECREATIONAL FACILITIES AND ADMINISTRATIVE OFFICES. A RECENT STATISTICAL SUVEY OF CORRECTIONAL OFFICERS AND INMATES SHOWED THAT INMATES WHO MADE ALLEGATIONS OF THE USE OF EXCESSIVE FORCE BY CORRECTIONAL OFFICERS WERE YOUNGER THAN THE AVERAGE INMATE. IN ADDITION, ALLEGATING INMATES HAD MORE EDUCATION, WERE MORE LIKELY TO BE SINGLE, AND WERE MORE OFTEN CONVICTED FOR CRIMES OF VIOLENCE THAN THE AVERAGE INMATE. NOTES, REFERENCES, AND READING LISTS ARE SOMETIMES PROVIDED IN EACH BRIEF. TABULAR STATISTICAL DATA, FORMS AND RECORDS, AND APPENDIXES ARE PROVIDED IN THE REPORT. (LWM)
