THIS STUDY ANALYZES THE ORIGINS AND RESULTS OF URBAN VIOLENCE, ITS TECHNICAL POSSIBILITIES, NEED FOR POPULAR SUPPORT, AND COUNTERTERRORIST MEASURES.
Abstract
IT SURVEYS THE LIMITATIONS OF URBAN GUERRILLA WARFARE AND EVALUATES POLITICAL REPERCUSSIONS. IT DISTINGUISHES BETWEEN THE TERRORIST AND THE URBAN GUERRILLA, NOTING THE GUERRILLA'S STRATEGY FOR ARMED INSURRECTION AND POLITICAL VICTORY. THE STUDY EXAMINES THE IMPACT OF URBAN TERRORISM ON WESTERN INDUSTRIALIZED SOCIETY AND THE USE OF TERROR AS A POLITICAL TOOL. CASE HISTORIES FROM CYPRUS, RUSSIA, AND ALGERIA ILLUSTRATE THE USE OF POLITICAL TERROR IN FIGHTING AGAINST THE STATUS QUO, AUTOCRACY, AND COLONIAL RULE. THE POSITION OF THE URBAN TERRORIST IN THE UNITED STATES IS EXAMINED AS ARE THE PROSPECTS FOR MINORITY REVOLT IN IRELAND AND QUEBEC. CONCLUDING CHAPTERS DEAL WITH THE PATTERN OF INSURGENCY IN THE THIRD WORLD AND THE LINK BETWEEN RAPID GROWTH IN PREINDUSTRIAL CITIES AND POLITICAL VIOLENCE. THE FAILURE OF RURAL GUERRILLA MOVEMENTS IN LATIN AMERICA, PARTICULARLY IN URUGUAY, ARE STUDIED. THE PROBLEM OF RESPONSE TO URBAN VIOLENCE IS CONSIDERED, NOTING THE ABSENCE OF MILITARY OPTIONS. THE PROBLEMS FOR SECURITY FORCES IN AN URBAN CONTEXT, AND THE CHANCES FOR SOME KIND OF INTERNATIONAL ARRANGEMENT TO CURB INTERNATIONAL CRIMES SUCH AS KIDNAPPING AND HIJACKING, ARE EXPLORED.
