THIS ARTICLE SURVEYS THE LATIN AMERICAN URBAN GUERRILLA GROUPS, NOTING ORIGINS, MEMBERSHIP, TARGETS AND STRENGTHS.
Abstract
THE CASTRO-CONTROLLED RURAL GUERRILLA MOVEMENTS WERE SUCCEEDED BY GROUPS OPERATING IN OTHER LATIN AMERICAN CONTEXTS. AMONG THE URBAN GUERRILLA GROUPS NOTED ARE THE TUPAMAROS IN URUGUAY WHO APPARENTLY HAVE NO DIRECT TIES TO CUBA AND WHO DESCRIBE THEMSELVES AS NONPARTISAN HAVING AN INTEREST ONLY IN SOCIAL JUSTICE. IN GUATEMALA THE FUEZAS ARMADAS REBELDES IS THE LAST ACTIVE TERRORIST GROUP, ALTHOUGH THERE ARE TWO OTHER GROUPS OF LESS IMPORTANCE STILL SAID TO EXIST. TERRORIST GROUPS IN ARGENTINA AND BRAZIL ARE SPLINTERED. IN BRAZIL TERRORIST OPERATIONS HAVE BEEN LIMITED TO MAJOR CITIES. IN BOTH COUNTRIES THE POPULATION IS UNSETTLED BY ATTACKS ON BANKS, KIDNAPPINGS, AND MURDERS. IN ARGENTINA THE MOST IMPORTANT TERRORIST GROUP, FUERZAS ARMADAS DE LIBERACION IS COMPOSED OF FORMER HARD CORE MEMBERS OF THE COMMUNIST PARTY, MAOISTS AND MEMBERS OF REVOLUTIONARY YOUTH ORGANIZATION. IT WOULD SEEM, HOWEVER, THAT THE CASTRO REGIME NO LONGER HAS MUCH CONTROL OVER TERRORISTS OPERATING ON THE LATIN AMERICAN MAINLAND, WITH CUBA HAVING GIVEN UP SUCH CONTROL AFTER THE FAILURE OF CHE GUEVARA IN BOLIVIA.
