THE CURRENT POLICE RESOURCE ALLOCATION AND BUDGETARY PROCESS IN THE UNITED KINGDOM IS ANALYZED AND A REVISION IN THE PROCEDURE IS RECOMMENDED.
Abstract
RESEARCH REVEALS THAT THE CURRENT LOCAL ALLOCATION OF RESOURCES IS GENERALLY DONE ON THE BASIS OF RENEWAL OF PREVIOUS ALLOCATION WITH A VIEW TO THE STANDARD OF EQUAL SHARES FOR ALL. THE GENERAL METHOD OF BUDGET PREPARATION AT THE HEADQUARTERS LEVEL BY A SMALL SPECIALIZED STAFF TENDS TO PERPETUATE THIS PROCEDURE. ALTHOUGH THE DECISION TO ALLOCATE RESOURCES IN A PARTICULAR MANNER MUST REMAIN WITH THE CHIEF CONSTABLE AND HIS EXECUTIVE, THE RESOURCE ALLOCATION AND BUDGETARY PROCESS SHOULD BE REVISED TO INVOLVE DIVISIONAL AND DEPARTMENTAL CHIEF SUPERINTENDENTS IN THE PREPARATION OF STATEMENTS OF THEIR REQUIREMENTS AND OBJECTIVES. THIS WOULD FACILITATE AN ONGOING REVIEW OF THE PURPOSES OF RESOURCE ALLOCATION, RATHER THAN AN AUTOMATIC RENEWAL OF PREVIOUS ALLOCATIONS. DIVISIONAL AND DEPARTMENTAL REPORTS WOULD INCLUDE A POSITION STATEMENT OF IDENTIFIED TRENDS IN SOCIAL BEHAVIOR PATTERNS IN SPECIFIC AREAS; A PERFORMANCE REVIEW OF CURRENT OBJECTIVES AND ANY PREVENTIVE MEASURES IMPLEMENTED; AND FUTURE SHORT-TERM AND LONG-TERM OBJECTIVES, WITH PARTICULAR REFERENCE TO RESOURCE REQUIREMENTS AND REDUNDANCIES. FURTHER SUCH REPORTS WOULD INCLUDE A MANPOWER PLAN BASED ON A COMMON AGENCY POLICY MODEL DESIGNED TO IDENTIFY TRAINING AND REPLACEMENT NEEDS; REPLACEMENT PROGRAMS FOR EQUIPMENT, FURNITURE, ETC.; AND AN EVALUATION OF BUILDINGS FOR FUTURE MAINTENANCE AND ALTERATION REQUIREMENTS.
