CONFERENCE PROCEEDINGS PRESENT DISCUSSIONS ON POLICE DISASTER PLANNING AND FRUSTRATING CRIME IN AIRPORTS AND SEAPORTS.
Abstract
THE PURPOSE OF THE INTERNATIONAL ASSOCIATION OF AIRPORT AND SEAPORT POLICE, FOUNDED IN 1970, IS TO IMPROVE AND PRESERVE THE SECURITY OF THE WORLD'S COMMERCIAL AVIATION AND MARITIME FACILITIES AND TO ENCOURAGE AND STIMULATE THE VIABILITY OF INTERNATIONAL COMMERCE. TWO MAJOR PROBLEMS CONFRONTING THE MARINE AND AVIATION INDUSTRIES ARE IDENTIFIED. FIRST, THERE IS THE PROBLEM OF FRAUDULENT BILLS OF LADING, WHERE GOODS ORDERED AND PAID FOR ARE EITHER NOT DELIVERED OR ARE OF A DIFFERENT SPECIFICATION. THIS IS CONSIDERED WHITE-COLLAR CRIME, AND EFFORTS TO COMBAT IT ARE OFTEN CONFOUNDED BY THE LACK OF JURISDICTION BY THE COUNTRIES INVOLVED. THE ABILITY TO TRANSCEND NATIONAL BARRIERS OF JURISDICTION, COMMUNICATION, AND COOPERATION IS ESSENTIAL FOR SUCCESSFUL POLICE EFFORTS IN THIS AREA. THE SECOND PROBLEM IS THE QUESTION OF INQUIRIES INTO CARGO CRIME, PARTICULARLY NOW THAT SO MUCH CARGO HAS BEEN PUT INTO CONTAINERS. IT IS A COMPLEX PROBLEM, WITH NO OBVIOUS SOLUTION. IN ADDITION TO ADDRESSING THESE PROBLEMS THROUGH PRESENTATIONS, SEMINARS ARE INCLUDED REGARDING CIVIL AVIATION, TERRORISM AND SABOTAGE, CRIMINAL INTELLIGENCE, AND INSURANCE. A LIST OF ASSOCIATION MEMBERS ARE INCLUDED IN THE CONFERENCE REPORT. (LWM)
