THE OPENING REMARKS ARE PRESENTED OF THE SECRETARY OF HEALTH, EDUCATION, AND WELFARE (DHEW), JOSEPH CALIFANO, WHO SPOKE BEFORE A 1978 CONFERENCE ON FRAUD, WASTE, AND ABUSE.
Abstract
THE CONFERENCE, SPONSORED BY DHEW, MARKS THE FIRST TIME A FEDERAL AGENCY HAS SPONSORED AN INTENSIVE MEETING WITH A DIVERSE AUDIENCE ON WAYS TO SAVE TAXPAYERS' MONEY. THE CONFERENCE HIGHLIGHTS GOVERNMENT EFFORTS TO ESTABLISH ACCOUNTABILITY TO ATTRACT THE MOST QUALIFIED PEOPLE TO PROGRAM MANAGEMENT, AND TO IDENTIFY WASTE RESULTING FROM LEGISLATURES' FAILURES TO ENACT NECESSARY LAWS. WASTE SHOULD BE ELIMINATED BECAUSE (1) RESOURCES ARE SCARCE, (2) THE PROGRAMS INVOLVED ARE NECESSARY, (3) CITIZENS' TRUST IN GOVERNMENT NEEDS TO BE RESTORED, AND (4) GOVERNMENT OFFICIALS ARE TRUSTEES FOR THE PUBLIC. THE CONFERENCE SHOULD PRODUCE RENEWED COMMITMENT, NEW KNOWLEDGE AND TECHNIQUES, GREATER CONGRESSIONAL AND PUBLIC AWARENESS OF NEEDS AND PROGRESS, AND A GREATER PARTNERSHIP AMONG ALL LEVELS OF GOVERNMENT AND SERVICE PROVIDERS. CONFERENCE SPEAKERS INCLUDE A GOVERNOR, A MAYOR AND A CABINET OFFICER, THE CHIEF FEDERAL AUDITORS, AND THE U.S. PRESIDENT. THE CONFERENCE'S 25 WORKSHOPS WILL COVER SUCH TOPICS AS COMPUTER TECHNIQUES, CRIMINAL PROSECUTION, FINANCIAL MANAGEMENT, THE RIGHT OF PRIVACY, AND NUMEROUS OTHER TOPICS.
