Abstract
THE LAWS' MAIN SUBJECT AREAS ARE CAMPAIGN CONTRIBUTIONS AND EXPENDITURES, FINANCIAL STATEMENTS, AND RELATED POLITICAL ACTIVITIES. THE 1925 FEDERAL CORRUPT PRACTICES ACT, AS AMENDED, DEALS WITH RECORDS REQUIRED OF POLITICAL CANDIDATES, CAMPAIGN EXPENDITURE LIMITS, SOLICITATION FOR POLITICAL CONTRIBUTIONS, AND PROMISE OF APPOINTMENT BY A CANDIDATE. THE 1939 HATCH POLITICAL ACTIVITIES ACT, AS AMENDED, AND RECODIFIED, PROHIBITS PARTISAN POLITICAL CAMPAIGNING BY CIVIL SERVANTS OR USE OF OFFICE TO INFLUENCE AN ELECTION. ADDITIONAL LAWS CONCERN (1) CAMPAIGN ADVERTISING, (2) CONTRIBUTIONS BY AND SOLICITATION OF PEOPLE INVOLVED WITH GOVERNMENT CONTRACTS, (3) PROHIBITION OF EMPLOYMENT OF PEOPLE ADVOCATING STRIKES OR OVERTHROW OF GOVERNMENT, (4) THE FEDERAL LOYALTY OATH, (5) THE 1954 COMMUNIST CONTROL ACT. SENATE STANDING RULES GOVERN CONTRIBUTIONS, EMPLOYEES' POLITICAL ACTIVITIES, AND DISCLOSURE OF FINANCIAL INTERESTS. CIVIL SERVICE COMMISSION (CSC) REGULATIONS LIST RESTRICTIONS ON POLITICAL ACTIVITY, CSC JURISDICTION, PENALTY PROVISIONS, PROCEDURES, AND APPLICABILITY OF RULES AND STATUTES. FOOTNOTES, WHICH INCLUDE REFERENCES AND TABLES SUMMARIZING THE CHRONOLOGY OF CHANGES IN THE FEDERAL CORRUPT PRACTICES ACT AND THE HATCH ACT, ARE INCLUDED.
