STATISTICAL DATA ON TRANSPORTATION WITHIN THE UTAH DIVISION OF CORRECTIONS ARE PRESENTED, AND SUGGESTIONS TO MAKE TRANSPORTATION MORE COST-EFFECTIVE ARE OFFERED.
Abstract
THE 1979 DIVISION BUDGET FOR TRANSPORTATION WAS APPROXIMATELY $1.1 MILLION: OVER $317,000 FOR IN-STATE TRANSPORTATION, MOTOR VEHICLE SUPPLIES AND OPERATING EXPENSES, VEHICLE PURCHASES, PRISON COMMUNITY RELEASE TRANSPORTATION EXPENDITURES, PRISON PROJECT DISCOVERY TRANSPORTATION EXPENDITURES, OUT-OF-STATE TRAVEL, AND EXTRADITIONS; AND $738,610 FOR PERSONNEL COSTS. PRIMARY CONSUMERS OF TRANSPORTATION ARE PROGRAMS THAT PROVIDE TRAVEL FOR OFFENDERS INVOLVED IN WORK RELEASE PROGRAMS AND THE PRISON TRANSPORTATION TEAM. COMMUNITY RELEASE PROGRAMS OPERATE INDEPENDENTLY AND THEIR TRANSPORTATION ROUTES CHANGE ALMOST DAILY. PERSONNEL COSTS ASSOCIATED WITH TRAVEL ARE FAR MORE EXPENSIVE THAN THE COST OF TRANSPORTATION ITSELF. MILEAGE AND STAFF-TIME REDUCTIONS NEEDED TO PROVIDE COST-EFFECTIVE TRANSPORTATION. INMATES CAN BE USED AS DRIVERS FOR A CONSOLIDATED WORK RELEASES SYSTEM. RADIO COMMUNICATION BETWEEN VEHICLES AND THE CENTRAL COORDINATION SITE IS IMPORTANT, ESPECIALLY IF INMATE DRIVERS ARE EMPLOYED. MINOR COST SAVINGS CAN BE REALIZED IN VARIOUS SITUATIONS, MANY OF WHICH DO NOT FAVOR THE USE OF INMATE DRIVERS: TRANSPORTATION FOR PERSONS WHOSE PROBATION HAS BEEN REVOKED, TRANPORTATION FOR NONWORK RELEASE INMATES TO AND FROM COURTS AND MEDICAL FACILITIES, AND COORDINATION OF THE PRISON TRANSPORTATION TEAM TO IMPROVE EFFORTS BY ADULT PROBATION AND PAROLE AGENTS AND SHORT-TERM DIAGNOSTIC STAFF.
