THE TEXTS ARE PRESENTED OF MODEL POLICIES AND PROCEDURES DRAWN UP FOR THE USE OF WISCONSIN LAW ENFORCEMENT AGENCIES BY THE WISCONSIN COUNCIL FOR TRAFFIC LAW ENFORCEMENT OF THE GOVERNOR'S OFFICE OF HIGHWAY SAFETY.
Abstract
POLICY AND PROCEDURE GUIDELINES HAVE BEEN DRAWN UP TO ESTABLISH A DEGREE OF UNIFORMITY IN THE ADMINISTRATION OF WISCONSIN LAW ENFORCEMENT, TO MEET THE REQUIREMENTS OF THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION'S HIGHWAY SAFETY PROGRAM STANDARDS, AND TO DEVELOP METHODS FOR ASSURING COMPLIANCE WITH POLICE RULES AND REGULATIONS. MODEL POLICIES ARE PROVIDED FOR THE FOLLOWING POLICE FUNCTIONS: ADMINISTRATIVE ISSUANCE OF POLICIES AND PROCEDURES, TRAFFIC LAW ENFORCEMENT, ACCIDENT INVESTIGATION, SELECTIVE TRAFFIC LAW ENFORCEMENT, CONTROL AND DIRECTION OF TRAFFIC, MOTORIST SERVICES, USE OF RADAR, PURSUIT DRIVING, RELEASE OF INFORMATION TO THE MEDIA, AND PEDESTRIAN AND BICYCLE ENFORCEMENT. PROCEDURAL MODELS ARE PROVIDED FOR 21 POLICE FUNCTIONS, INCLUDING THE CODING OF POLICIES AND PROCEDURES, TRAFFIC CRASH INVESTIGATION, PRELIMINARY PROCEDURE AT SCENE OF TRAFFIC CRASH, FATAL TRAFFIC CRASHES, HIT AND RUN ACCIDENTS, BREATHALYZER TESTS, REPORTING HAZARDOUS CONDITIONS, NOTIFICATION OF NEXT OF KIN, OFFICERS' COURTROOM DECORUM AND TESTIMONY, POLICE EQUIPMENT IN PATROL VEHICLES, PEDESTRIAN AND BICYCLE ENFORCEMENT.
