THESE STANDARDS FOR THE ADMINISTRATION OF CORRECTIONAL AGENCIES WERE DEVELOPED FROM THOSE PUBLISHED BY THE AMERICAN CORRECTIONAL ASSOCIATION (ACA) AND THE COMMISSION ON ACCREDITATION FOR CORRECTIONS.
Abstract
THEIR PRIMARY GOAL IS TO PROMOTE AND DEVELOP COOPERATIVE WORKING RELATIONSHIPS AMONG THE VARIOUS CORRECTIONAL SERVICES WITHIN A FEDERAL, STATE, OR LOCAL JURISDICTION. IN ADDITION, THIS MANUAL AIMS TO PROVIDE CORRECTIONAL ADMINISTRATORS WITH THE NECESSARY GUIDELINES TO DEFINE THEIR ROLE, DETERMINE THEIR FUNCTIONS, AND ESTABLISH THE STANDARDS OF OPERATIONS FOR THE ADMINISTRATIVE UNIT OF A CORRECTIONS SYSTEM. THE STANDARDS MANDATE EQUAL OPPORTUNITIES FOR ALL EMPLOYEES OF A CORRECTIONS SYSTEM, EQUAL SERVICE DELIVERY THROUGHOUT THE SYSTEM, AND SEPARATE PROGRAMS, SERVICES, AND FACILITIES FOR JUVENILES AND ADULTS. IN ADDITION, THE GUIDELINES REQUIRE THAT STATUS OFFENDERS AND NEGLECTED, ABUSED, AND DEPENDENT CHILDREN BE REMOVED FROM JUVENILE CORRECTIONS AND THAT ALTERNATIVES TO CONFINEMENT BE DEVELOPED. THE MANUAL IS TO BE USED IN DETERMINING ACCREDITATION. THE COMMISSION ON ACCREDITATION FOR CORRECTIONS' STATEMENT OF PRINCIPLES IS INCLUDED, AS IS A LIST OF COMMISSION AND ACA PERSONNEL. THE STANDARDS TOUCH ON CENTRAL OFFICE ORGANIZATION, CORRECTIONAL SERVICES ORGANIZATION, AND THE GOALS FOR EACH. ADMINISTRATION STANDARDS RELATE TO STATUTORY AND LEGAL PROVISIONS, PROGRAMS AND SERVICES, DECISIONMAKING REGARDING OFFENDERS, THE RIGHTS OF JUVENILE AND ADULT OFFENDERS, PLANNING, INFORMATION SYSTEMS, AND EVALUATION. ALSO CONSIDERED ARE STANDARDS REGARDING RESEARCH, RECORDS, PERSONNEL, TRAINING, EMPLOYEE-MANAGEMENT RELATIONS, AND COMMUNITY PARTICIPATION AND COMMUNICATION. A GLOSSARY IS PROVIDED, AND ACCREDITATION INFORMATION AND THE ACA CODE OF ETHICS ARE APPENDED. (MHP)
