Abstract
DESIGNED FOR STAFFS OF CRIME PREVENTION PROJECTS AND FOR THE URBAN ELDERLY, THIS MONOGRAPH BEGINS WITH A DISCUSSION OF THE PROBLEM OF CRIME AGAINST THE ELDERLY, THE BURGLARY PROBLEM FOR LOW-INCOME URBAN ELDERLY, AND CRIME PREVENTION RESOURCES FOR URBAN ELDERLY TENANTS. COMMUNITY CRIME PREVENTION MEASURES DISCUSSED INCLUDE ORGANIZING RESIDENTS TO FIGHT CRIME THROUGH TENANT PATROLS, ALARM SYSTEMS CONNECTING TWO APARTMENTS ('BUDDY BUZZERS') WHISTLE OR AIRHORN DISTRIBUTIONS, TELEPHONE ASSURANCE, ESCORT SERVICES, AND OTHER STRATEGIES. DISCUSSION ALSO FOCUSES ON MEASURES TO INCREASE PHYSICAL SECURITY IN APARTMENTS, SUCH AS HOME SECURITY SURVEYS, PROPERTY MARKING CAMPAIGNS, HARDWARE INSTALLATION, HOME SECURITY EDUCATION, AND LOBBYING FOR INCREASED SECURITY. LEGAL REMEDIES FOR ELDERLY VICTIMS ARE EXAMINED, INVOLVING ENFORCEMENT OF BUILDING CODES AND VICTIM THIRD-PARTY DISPUTES, AS ILLUSTRATED BY CASE LAW. REFERENCE NOTES ARE INCLUDED. EXAMPLES OF HOME SECURITY SURVEY CHECKLISTS AND OTHER DATA COLLECTED FROM VARIOUS CRIME PREVENTION PROGRAMS ARE APPENDED. (WJR)
