METHODOLOGY AND RESULTS ARE REPORTED FROM A MARYLAND STUDY DESIGNED TO IDENTIFY NEW INDUSTRIES APPROPRIATE FOR CORRECTIONS AND PROPOSE LEGISLATIVE MODIFICATIONS WHICH WOULD IMPROVE MARYLAND'S STATE USE INDUSTRIES (SUI).
Abstract
USING A WIDE-RANGING ANALYSIS OF NEW MARKET PRODUCT OPPORTUNITIES IN THE STATE AND AN INDEPENDENT EXAMINATION OF EMPLOYMENT GROWTH BY INDUSTRY IN MARYLAND, FIVE PRODUCT AND SERVICE INDUSTRIES WERE IDENTIFIED WHICH (1) PROVIDE A CONTRIBUTION TO THE SKILL DEVELOPMENT AND POTENTIAL FOR JOB PLACEMENT FOR PARTICIPATING INMATES, (2) ARE FEASIBLE IN A PRISON SETTING, AND (3) ARE PROFITABLE TO OPERATE. THE INDUSTRIES IDENTIFIED WERE THE BAKING, PACKAGING, AND DELIVERY OF BREAD AND ROLLS TO STATE INSTITUTIONS; STATE VEHICLE PREVENTIVE MAINTENANCE AND AUTO BODY WORK; THE REPAIR AND MAINTENANCE OF SMALL AIR CONDITIONING UNITS; PHOTOCOMPOSITION; AND THE MANUFACTURE AND ASSEMBLY OF MODULAR OFFICE PARTITIONS. PROPOSED MODIFICATIONS IN SUI INVOLVED A REVIEW OF THE PRISON INDUSTRIES STATUTES IN THE 50 STATES AND THE FEDERAL PRISON SYSTEM AND TELEPHONE INTERVIEWS WITH OFFICIALS IN 17 STATES, WHICH DETERMINED IF INNOVATIVE OR UNIQUE LEGISLATIVE PROVISIONS RELATING TO SUI EXIST AND ARE BEING IMPLEMENTED. A MODEL STATUTE INTENDED TO ENHANCE SUI OPERATIONS IN GENERAL AND CONTRIBUTE TO A MORE EFFECTIVE MARKETING STRATEGY IS PRESENTED FOR CONSIDERATION AND ADOPTION BY THE STATE. APPRAISALS OF THE CORRECTIONAL INDUSTRY SYSTEMS OF COLORADO, GEORGIA, ILLINOIS, MICHIGAN, MINNESOTA, AND OKLAHOMA ARE INCLUDED. TABULAR AND GRAPHIC DATA ARE PROVIDED. (RCB)
