THIS IS A REPORT ON THE 1-YEAR TRAINING, REHABILITATION, AND EMPLOYMENT FOR ADDICTS IN TREATMENT (TREAT) DEMONSTRATION PROGRAM IN WASHINGTON, D.C., WHICH OFFERED SKILLS TRAINING AND PAID JOBS TO TO FORMER DRUG ADDICTS.
Abstract
THE TREAT PROGRAM, CONDUCTED DURING 1975-1976, DEMONSTRATED THE VALUE OF POOLING LOCAL COMMUNITY EMPLOYMENT-RELATED SERVICES TO ASSIST CLIENTS IN DRUG ADDICTION TREATMENT. THE COOPERATION BETWEEN THE NATIONAL TREATMENT ADMINISTRATION (NTA), THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT (CETA), THE PUBLIC SERVICE EMPLOYMENT (PSE) PROGRAM, AND THE BUREAU OF REHABILITATION SERVICES (BRS) RESULTED IN A MODEL IN WHICH EX-ADDICTS WERE PROVIDED WITH AUTOMOTIVE, BUILDING AND CLERICAL SKILLS TRAINING, VOCATIONAL COUNSELING, AND PART-TIME PAID JOB EXPERIENCES. OUT OF 95 CLIENTS ENROLLED IN THE PROGRAM, 52 COMPLETED IT, 25 WENT TO SECURE FULL TIME JOBS; AND 6 MONTHS LATER, 96 PERCENT WERE STILL EMPLOYED. IN ADDITION, THE TREAT CLIENTS' OUTLOOK ON JOB PROSPECTS FOR EX-ADDICTS IMPROVED SIGNIFICANTLY, ESPECIALLY WHEN COMPARED WITH THE CONTROL GROUP OF 100 NTA CLIENTS UNDER TREATMENT AND COUNSELING SERVICES, BUT WITHOUT THE TRAINING AND EMPLOYMENT EXPERIENCE. HOWEVER, PROGRAM SUCCESS DEPENDS ON CAREFUL SCREENING AND SELECTION OF MOTIVATED CLIENTS, COMPREHENSIVE VOCATION COUNSELING TO HELP THEM HANDLE THE '9 TO 5' ROUTINE, AND PERMANENT JOB OPPORTUNITIES AFTER PROGRAM COMPLETION. STATISTICAL DATA ON TREAT CLIENTS, THE CONTROL GROUP, AS WELL AS A REVISED BOGARDUS SCALE ARE INCLUDED.
