THE REPORT PROVIDES THE MANAGER WHO HAS SUPERVISORY RESPONSIBLILITY FOR INSTITUTING AN ENERGY MANAGEMENT PROGRAM WITH INFORMATION TO REDUCE ENERGY USE IN MUNICIPAL BUILDINGS.
Abstract
THE PROGRAM IS BASED ON THREE MANAGEMENT ELEMENTS: THE ENERGY BUDGET, THE ENERGY CONSERVATION MANAGER, AND THE BUILDING AUDIT. FOR EACH ASPECT, RESPONSIBILITIES THAT NEED TO BE SPECIFIED AND ASSIGNED ARE DELINEATED. METHODS FOR CENTRAL COORDINATION OF ACTIVITY ARE REVIEWED TO HELP ENSURE THAT RESOURCES ARE WISELY APPLIED, THAT RESULTS LEARNED ABOUT WHAT WORKS BEST ARE COMMUNICATED, AND THAT MONITORING AND FOLLOWTHROUGH ARE NOT IGNORED. DEFINITIONS REFER TO THE TECHNICAL TASKS OF INFORMATION COLLECTION AND ANALYSIS IN CONSTRUCTING THE ENERGY BUDGET, OF ORGANIZING AND EVALUATING A BUILDING AUDIT, AND OF SELECTING THE ALTERNATIVE CONSERVATION MEASURES MOST LIKELY TO BE EFFECTIVE IN A GIVEN BUILDING. THE REPORT ALSO IDENTIFIES THE 'PEOPLE PROBLEMS' THAT MAY BE CRITICAL IN A PROGRAM SEEKING TO CHANGE THE WASTEFUL HABITS OF BUILDING USERS AND OCCUPANTS. A TECHNICAL APPENDIX CONTAINS ENERGY BUDGETING PRINCIPLES, PROCEDURES AND WORKSHEETS FOR CONSTRUCTING AN ENERGY BUDGET, PRINCIPLES AND PRACTICES FOR SAVING ENERGY IN BUILDINGS, PAYBACK TABLES, AN INDEX TO COST-BENEFIT STUDIES, AND OTHER INFORMATION. TABULAR DATA AND SOME CHARTS ARE INCLUDED. (WJR)
