THE POLICIES AND FUNCTIONS OF THE NATIONAL CENTRAL BUREAUS OF THE INTERNATIONAL CRIMINAL POLICE ORGANIZATION (INTERPOL) ARE OUTLINED AGAINST THE HISTORICAL BACKGROUND OF THE CREATION OF THESE BODIES.
Abstract
THIS REPORT DESCRIBES THE ORGANIZATIONAL STRUCTURE, AIMS, AND POLICIES OF THE NATIONAL CENTRAL BUREAUS OF INTERPOL. IN ADDITION, IT GIVES THE HISTORICAL BACKGROUND OF THESE NATIONAL INTERPOL SUBSIDIARIES FROM THE DATE OF CREATION OF THEIR PARENT ORGANIZATION IN 1925 TO THE DATE OF THE FORMAL ESTABLISHMENT OF THE NATIONAL CENTRAL BUREAUS AS PART OF THE NEW (1954) INTERPOL CONSTITUTION. THE NEED FOR INTERPOL BRANCHES IN DIFFERENT COUNTRIES, OR, RATHER, FOR NATIONAL BUREAUS CREATED FOR THE SOLE PURPOSE OF COOPERATING WITH INTERPOL IN THE FIGHT AGAINST ORDINARY CRIME AT AN INTERNATIONAL LEVEL WAS KEENLY FELT. THE DECENTRALIZED NATURE OF POLICE FORCES IN THE GREAT MAJORITY OF COUNTRIES AND THE PROBLEMS OF JURISDICTION INVOLVED WERE MAJOR REASONS. OTHERS INCLUDE THE NEED FOR ONE SPECIFIC DEPARTMENT IN EACH COUNTRY TO WORK SMOOTHLY AND EFFICIENTLY WITH INTERPOL AND OTHER NATIONAL CENTRAL BUREAUS FOR FOREIGN LANGUAGE PROFICIENCY AND PROCEDURAL EXPERTISE, AND FOR COMBINED INTERNATIONAL AND NATIONAL AUTHORITY, VESTED IN FORMALLY ESTABLISHED INTERPOL BRANCHES TO UNDERTAKE POLICE OPERATIONS THAT MIGHT OCCASIONALLY INVOLVE THE MOBILIZATION OF ENTIRE NATIONAL POLICE FORCES IN PURSUIT OF CRIMINALS ACROSS NATIONAL BOUNDARIES. THE NATIONAL CENTRAL BUREAUS ALSO CONDUCT MULTIFACETED LIAISON OPERATIONS WITH NATIONAL POLICE ORGANIZATIONS, THEIR COUNTERPARTS IN OTHER COUNTRIES, AND INTERPOL'S SECRETARIAT. FOUR APPENDIXES GIVE EXCERPTS FROM INTERPOL RESOLUTIONS, AND FROM ITS REVISED 1954 CONSTITUTION, CONCERNING THE NATIONAL CENTRAL BUREAUS. (LGR)
