THIS 1964 REPORT RECEIVED BY THE INTERNATIONAL CRIMINAL POLICE ORGANIZATION (INTERPOL) SHOWS THAT INTERNATIONAL DRUG TRAFFIC IN OPIUM, OPIUM DERIVATIVES, AND CANNABIS STILL EXISTS ON A LARGE SCALE.
Abstract
REPORTS WERE SENT BY 38 COUNTRIES AND TERRITORIES. ALTHOUGH THE NUMBER OF SEIZURES ROSE CONSIDERABLY DURING 1964, THE QUANTITIES SEIZED WERE LOWER, EXCEPT FOR DIACETYLMORPHINE AND CANNABIS. HOWEVER, THE NUMBER OF ARRESTS ROSE, INDICATING GREATER LAW ENFORCEMENT ACTIVITY. IN AFRICA, CANNABIS TRAFFIC IS LARGELY A LOCAL PROLEM EXCEPT FOR TWO INTERNATIONAL ROUTES GOING FROM MOROCCO TO WESTERN EUROPE AND FROM NIGERIA TO THE UNITED KINGDOM. IN NORTH AMERICA, MOST INTERNATIONAL DRUG TRAFFIC INVOLVES DIACETYLMORPHINE FROM WESTERN EUROPE, WITH SOME ADDITIONAL COCAINE TRAFFIC REPORTED BY SOUTH AMERICAN COUNTRIES. IN WESTERN EUROPE, A RECENT DISCOVERY IN FRANCE OF ONE OF THE MOST ACTIVE ILLICIT LABORATORIES FOUND TO DATE CONFIRMS THE IMPORTANCE OF THE AREA AS A MAJOR HEROIN-PRODUCING CENTER. IN ADDITION, TRAFFICKERS AND CONSUMERS OF CANNABIS ARE STEADILY INCREASING. IN THE NEAR AND MIDDLE EAST, LARGE SEIZURES OF OPIUM, MORPHINE, AND CANNABIS SHOW THE AREA TO BE AN IMPORTANT CENTER OF INTERNATIONAL DRUG PRODUCTION AND TRAFFIC AND OF LAW ENFORCEMENT ACTIVITY. THE LARGEST AND MOST NUMEROUS SEIZURES WERE RECORDED IN TWO IRANIAN PROVINCES: AZERBAIJAN ON THE TURKISH BORDER AND KHORASSAN NEAR AFGHANISTAN. IN THE FAR EAST, EVIDENCE IS SHOWN OF INCREASED HEROIN ADDICTION. THE REPORT CONTAINS DETAILED GEOGRAPHICAL CHARTS OF DRUG TRAFFIC SEIZURES BY DRUG CATEGORY, CASES OF POLICE COOPERATION IN COMBATING DRUG TRAFFIC, A REPORT ON THE WORK OF INTERPOL AND ITS GENERAL SECRETARIAT, AND A LIST OF COMMUNICATIONS RECEIVED AND SET OUT BY THE SECRETARIAT.
