THIS REPORT PRESENTS A SUMMARY OF TWO CONFERENCES CONVENED BY THE U.S. DEPARTMENT OF HOUSING AND URBAN RENEWAL (HUD) IN 1978 TO DISCUSS CRIME CONTROL AND PREVENTION.
Abstract
THE NAHRO (NATIONAL ASSOCIATION OF HOUSING AND REDEVELOPMENT OFFICIALS)/HUD ANTI-CRIME CONFERENCE WAS HELD ON SEPTEMBER 12-13, 1978, IN WASHINGTON, D.C. IT WAS ATTENDED BY ABOUT 100 PERSONS REPRESENTING THE PUBLIC HOUSING AUTHORITIES (PHAS) OF 18 CITIES ACROSS THE U.S., THE NATIONAL ASSOCIATION OF PUBLIC HOUSING SECURITY DIRECTORS (NAPHSD), NAHRO, AND HUD. PHA PARTICIPANTS INCLUDED PUBLIC HOUSING RESIDENTS, MANAGEMENT AND SECURITY STAFFS. RESPONSIBILITY FOR SECURITY, IDENTIFICATION OF ANTI-CRIME SECURITY ISSUES IN PHA'S PROJECTS, IDENTIFICATION OF ACTIONS TAKEN TO ADDRESS THE SECURITY PROBLEMS, AND IDENTIFICATION OF THE ELEMENTS OF A VIABLE ANTI-CRIME PROGRAM WERE THE MAIN TOPICS OF DISCUSSION. THE SECOND CONFERENCE, THE AIR (AMERICAN INSTITUTES FOR RESEARCH)/HUD CONFERENCE ON REDUCING CRIME IN AND AROUND PUBLIC HOUSING, WAS HELD OCTOBER 2-3, 1978, IN WASHINGTON, D.C. AMONG THE SUBJECTS DISCUSSED WERE THE GOALS OF THE ANTI-CRIME DEMONSTRATION PROGRAM; PHYSICAL, SOCIAL, AND OTHER FACTORS CONTRIBUTING TO THE PROBLEMS OF CRIME AND THE FEAR OF CRIME IN AND AROUND PUBLIC HOUSING; PLANNING AND IMPLEMENTATION ISSUES, INCLUDING STATE-OF-THE-ART KNOWLEDGE OF CRIME PREVENTION, DESIGNING A CRIME-REDUCTION PROGRAM, USING ALL AVAILABLE RESOURCES, AND FLEXIBLE PROGRAM GUIDELINES; A BROADER VIEW OF IMPLEMENTING AN ANTI-CRIME PROGRAM; AND THE PRODUCTION OF KNOWLEDGE, WHICH ALSO INVOLVES EVALUATION.
