THE NUMBER OF JUVENILE RESIDENTS DECLINED 11.5 PERCENT FROM 749 IN 1977 TO 672 AT YEAR-END, 1978. WHITES COMPRISED 74.6 PERCENT OF THE MALE JUVENILE POPULATION. THE TOTAL PROPORTION OF WHITE AND NATIVE AMERICAN FEMALE RESIDENTS INCREASED OVER 1977, WHILE THE PROPORTION OF BLACK FEMALE JUVENILES DECLINED. THE MEDIAN AGE FOR BOYS DECREASED FROM 16.6 YEARS IN 1977 TO 16.4 YEARS IN 1978. GIRLS WITH LESS THAN 3 MONTHS' TIME IN THE INSTITUTION CONSTITUTED ABOUT TWO-FIFTHS OF THE FEMALE JUVENILE POPULATION, A DECREASE OF 13 PERCENTAGE POINTS FROM 1977. NEW COMMITMENTS REPRESENTED 70.3 PERCENT OF THE JUVENILE MALE POPULATION AS OF DECEMBER 31ST, A DECREASE OF 4.1 PERCENTAGE POINTS FROM 1977. MILWAUKEE COUNTY COMMITTED MOST OF THE JUVENILE RESIDENTS.
