THIS GUIDE TO LEAA'S COMPREHENSIVE CRIME PREVENTION PROGRAM DESCRIBES COMMUNITY PLANNING AND DEVELOPMENT PROCESSES AS WELL AS THE BROAD RANGE OF STRATEGIES AND TECHNIQUES OF A CRIMNE PREVENTION PROGRAM.
Abstract
THE 16 JURISDICTIONS PARTICIPATING IN THE PROGRAM ARE PART OF A NATIONAL DEMONSTRATION PROGRAM TO TEST THE EFFECT OF A WELL-PLANNED, COMPREHENSIVE APPROACH TO CRIME PREVENTION IN MEDIUM-SIZE LOCAL JURISDICTIONS. EACH JURISDICTION ATTEMPTS TO INTEGRATE BUSINESS, INDUSTRY, CIVIC, AND NEIGHBORHOOD ORGANIZATIONS WITH CRIMINAL JUSTICE AND GOVERNMENT RESOURCES IN A COORDINATED EFFECT. THE PLANNING AND DEVELOPMENT PROCESSES WITH THE COMMUNITY MUST UNDERTAKE INCLUDE A NEEDS ASSESSMENT, MAINLY BASED ON A CRIME ANALYSIS, A CITIZEN SURVEY, A COMMUNITY PROFILE, AND A COMMUNITY RESOURCES ASSESSMENT. ALSO INVOLVED IS ESTABLISHING AN ORGANIZATIONAL STRUCTURE WITH A STEERING COMMITTEE AND A MANAGEMENT STRUCTURE AND SETTING OBJECTIVES AFTER DETERMINING THE PROGRAM'S FOCUS AND APPROACH. EVALUATION PLANNING IS REQUIRED IN ADDITION. A SAMPLE IMPLEMENTATION PLAN AND ORGANIZATIONAL CHART ARE PROVIDED. STRATEGIES WHICH A COMMUNITY MAY DEVELOP AS PART OF THE CRIME PREVENTION PROGRAM ARE DISCUSSED IN THE AREAS OF POLICE SERVICE DELIVERY, CITIZEN CRIME REPORTING, CITIZEN AWARENESS, CITIZEN INITIATIVES, CONFIDENCE RESTORATION, AND ENVIRONMENTAL DESIGN. EXAMPLES OF CRIME PREVENTION STRATEGIES BY AGENCIES OTHER THAN LAW ENFORCEMENT AGENCIES ARE ALSO OUTLINED. (WJR)
