THIS VOLUME, THE FIRST IN A SERIES, DESCRIBES THE EVOLUTION OF THE SCRMS (STATE CORRECTIONAL RESOURCES MANAGEMENT SYSTEM) CONCEPT, EXPLAINS THE SEVEN SCRMS SYSTEMS, AND THE STRATEGIES TO IMPLEMENT THEM.
Abstract
THE SCRMS MODEL INCLUDES SEVEN KEY RESOURCE MANAGEMENT SYSTEMS: PERSONNEL MANAGEMENT, BUDGET CONTROL, INVENTORY CONTROL, PRISON INDUSTRY, FOOD SERVICES, MAINTENANCE, AND INMATE TRANSPORTATION. STATE DEPARTMENTS OF CORRECTION WILL BE ABLE TO TAILOR SCRMS TO THEIR RESPECTIVE NEEDS. DEVELOPED AS A MODULAR CONFIGURATION WITH VARIABLE COMPONENTS, THE SCRMS DESIGN PROVIDES MAXIMUM FLEXIBILITY AND TRANSFERABILITY FOR ALL PARTS OF THE STRUCTURE. IN THIS VOLUME, THE MODEL IS DESCRIBED BY A DEFINITION OF EACH RESOURCE MANAGEMENT SYSTEM, A DETAILING OF THE APPLICATIONS COMPOSING THE SYSTEM, THE REPORT (OUTPUT) CHARACTERIZING EACH APPLICATION, AND A LISTING OF DATA ELEMENTS NECESSARY TO SUPPORT THEM. MAJOR STEPS IN IMPLEMENTING SCRMS ARE PROJECT PLANNING, STATE SELF-ANALYSIS, SYSTEM SPECIFICATIONS, TECHNICAL SYSTEMS DESIGN, AND ACHIEVING OPERATIONAL STATUS.
